Approval of Minutes

MOTION by Selectman Covell and SECONDED by Selectman Tirrell to approve minutes of October 16, 2001 with the following changes: Page 1 change spelling of "Town Counsil" to "Town Counsel": Page 4 there were 2 nominations and two votes. Delete "as an alternate" from the two motions and have vote for both positions after the second motion: Page 5 Insert Mr. Hanks first name "Dennis": Page 7 after the word budget insert the word "forms"

Massachusetts Maritime Academy Presentation on Bourne Marina Rates

Michael Joyce requested a $5.00 increase in the rates for 2002.

Requested the following rate increase:

Docks A through E from $110 per foot to $115 per foot (there is no "F" dock)

Docks G through J from $90 per foot to $95 per foot

Ramp fee for non-commercial customers from $5 to $10

Capitol improvements would be made by installing electrical meters on Docks A through E.

Selectman Grady suggested that the rates for these docks be increased by an additional $5 to a cost $120 per foot with the extra $5 going to cover the cost of the capitol improvements.

Selectman Coggeshall spoke on advantages for Bourne residents and season passes.

Additional items in their letter of request will be done at another time.

James Mulvey of Buzzards Bay requested that all requests for the Marina be brought before the Shore and Harbor Committee as well.

Al Harrington of Buzzards Bay owner of Continental Marine representing all the boat yards in the area complimented the MMA on the running of the Marina, and commercial hauler rates. Requested to be notified when the additional items are before the Board.

Steve Mealy of Sagamore Beach, Chairman of the Shore & Harbor Committee requested a meeting with the Board of Selectmen on some different issues.

MOTION by Selectman Locke and SECONDED by Selectman Grady move to increase Slip rental fees on docks A through E from $110 per foot to $120 per foot with the stipulation that the increase of $5.00 be attributed to the Capital Improvement of putting the electric meters into those slips.

MOTION by Selectman Grady and SECONDED by Selectman Tirrell I move, Mr. Chairman, that we increase the Docks G through J from the present slip rental fee from $90 to $95 per foot.

Recycling Committee Presentation

Jack Elwood Chairman of the Recycling Committee spoke on the history of Bourne’s Recycling Program. Weekly recycling pickup will begin in November and mandatory recycling will begin in January. He spoke on the flyers that will be distributed to Bourne residents next week and he would like some support in this endeavor. These will go out next week.

Rick Tellier, Superintendent of the DPW spoke on the number of people who recycle in the town. He will be putting in for one more laborer and another truck through Capital Outlay next year and that costs would be covered with increased recycling. There are a lot of new homes being built in the town and it will have an effect on his department.

Charles Miller of Monument Beach commented on small households being penalized for not putting out bins weekly

Paul Gatley of Sagamore Beach commented on the penalty for not recycling.

Richard Conron of Bourne requested financials on the recycling.

Emergency Preparedness Presentation

Lt. Joel Gould of the Bourne Department spoke on the handling of some of the fears that are on going with the terrorists scares on chemical and biological events. Made recommendations as to what to do if you have any questions or concerns.

Chief Ford of the Bourne Police Department has been working with the Federal, State and Local agencies as well as Federal State and local fire and police departments on emergency responses, training, local aid, funding and mutual aid from all involved. There are plans being made.

Chief Klueber of the Bourne Fire Department reiterated the Police Chief. Training for this has been on going and we are prepared. A HAZ MAT truck is stationed at the Sagamore Fire Station. If there was to be a chemical or biological event, we are ready to handle. Encouraged people to call with any concerns that they might have.

Discussion was held on shelters in town, closing of the bridges, guarding of the bridges, an incident occurring at the nuclear power plant, potassium iodide pill disbursement, costs assessed for response teams and protection of the bridges.

MOTION by Selectman Grady and SECONDED by Selectman Tirrell to move that we support or approve Article 1 as presented in the Special Town Meeting article and the motion be reflected to include the sum of money for such acquisition including costs incidental and related to such acquisition subject to a clear title.

MOTION by Selectman Grady and SECONDED by Selectman Covell I move, Mr. Chairman, that we approve Article 4 subject to itemization of all unpaid bills at the time motion is made.

Article 5-Ambulance Rates

MOTION by Selectman Grady and SECONDED by Selectman Covell to approve the request to increase the ambulance rates in accordance with the recommendation of the Fire Chief as set in Article 5.

MOTION by Selectman Tirrell and SECONDED by Selectman Grady that we support the motion as listed to appropriate $23,211.11 under Article 8.

Article 27-Public Safety Residency

MOTION by Selectman Grady and SECONDED by Selectman Tirrell to recommend indefinite postponement of the residency article as presently worded subject to further review upon receipt of a modified proposal to be made at the Town Meeting.

Town Administrator's Report

Spoke on the Town's Police and Fire Departments who are seeking increased personnel costs. There have been people that have been activated and have requested a civil service list for a temporary fire fighter. There are overtime costs and the state still has not adopted a budget or sent the cherry sheets. Communities must use their free cash and we should take this up with the legislatures. Wanted to alert the Board of Selectmen of this as it might have effects later on down the line.

Friday morning there will be a panel meeting to interview for Fire Chief’s position.

Other Matters

The Board of Selectmen is invited to Adelphia’s open house at their new home in the Plymouth Industrial Park tomorrow

The Shore and Harbor will be meeting Thursday on the Tahanoto Docks.

The Planning Board will be meeting on Local Comprehensive Planning and would like the Board of Selectmen to attend.

Barry Johnson, Chairman of the Town Administrator Search Committee requested to be put on the agenda next week to present their final list of candidates.

The Board suggested that there be no Board of Selectmen’s meeting on November 6, 2001 due to the town meeting.

Comments were made on Quintal’s license

Discussion was held on posting a Selectmen’s meeting in conjunction with town meeting.

MOTION by Selectman Grady and SECONDED by Selectman Covell move that we post a special meeting of the Board of Selectmen at 7:00 p.m. at the High School Auditorium, on November 5th , the night of special town meeting.
