Executive Session

A MOTION was made by Selectman Grady and SECONDED by Selectman Tirrell to go into executive session for the purpose of discussing the investigative reports on the candidates for the Town Administrator's position.

Approval of Minutes

MOTION by Selectman Grady and SECONDED by Selectman Covell that the minutes of the Selectmen’s meeting of November 27, 2001 be approved in the format submitted.

There are none.

MOTION by Selectman Grady and SECONDED by Selectman Tirrell that we take out of order #8 on the agenda "Pertaining to the Selection of the Town Administrator" for consideration at this time.

Pertaining to the Selection of Town Administrator

Chairman Coggeshall asked each of the members to name their candidate.

Selectman Covell supported James Merriam as his choice for the position of Town Administrator. Gave his reasons why he supported him for Town Administrator.

Selectman Grady supported Norman Thidemann as his choice for Town Administrator. Reasons were given as to why he has chose him for this position.

Selectman Coggeshall supported William Griffin as his choice for Town Administrator. Stated the reasons why he chose him for this position.

Selectman Locke supported William Griffin as his choice for Town Administrator and reasons why he chose him for this position.

Selectman Tirrell supported William Griffin as his choice for Town Administrator. Stated his reasons why he chose him for this position.

Selectman Covell requested that the Board delay voting until next week.

Selectman Tirrell asked that the Board act on this tonight.

Selectman Locke asked that the Board not delay and act on this tonight.

Selectman Grady asked that the Board act on this tonight.

Selectman Grady and Selectman Covell changed their support to Mr. Griffin.

Selectman Covell willing to act on this tonight.

Discussion was held

MOTION by Selectman Grady and SECONDED by Selectman Locke move that subject to working out a written agreement concerning the terms and conditions of employment with Mr. Griffin, that Mr. William Griffin be appointed the Town Administrator to the Town of Bourne.

A UNANIMOUS VOTE was received for Mr. William Griffin

Town Counsel, Robert Troy, suggested that he and the Acting Town Administrator make preliminary inquiries as to possible contractual issues and report back to Board of Selectmen at their next meeting.

Selectman Tirrell requested that the Chairman call Mr. Griffin to let him know the Board’s decision.

MOTION by Selectman Grady and SECONDED by Selectman Tirrell move to recess, Mr. Chairman, for the purpose of you to make phone calls to the candidates and resume immediately after.

Chairman Coggeshall spoke with all 3 candidates.

MOTION by Selectman Grady and SECONDED by Selectman Covell I move that we take #7 "Sheriff Cummings presentation on the New Jail" out of order and go forward at this time.

Sheriff Cummings presentation on the New Jail.

Sheriff Cummings spoke on the large number of contractors that were interested in the project. The new jail will have 300 cells. There are engineering studies being done for the sewerage treatment plant and the DEP must increase the Air Force license. The water issue is also being worked on.

The building will be one story and there will be recreational areas in each area so that the inmates would not have to leave their particular area.

A completion date would be 18 months from when it started.

One officer would be responsible for 36-72 inmates.

The facility is not visible from the street.

There are community services that are available to the town. Some of the projects that have been done by the inmates in the Town of Bourne are the painting of schools, painting of fire stations, painting of the chamber of commerce building, work done on dugouts, and work done at the Monument Beach Marina.

A tour will be conducted of the facility prior to it being open.

The plan for an entrance to the new jail is to go through the main gate and then make a U turn onto a widened road where there will be a turn off.

Mooring Waiting Lists

Acting Director of Department of Natural Resources, Michael Gratis, gave the current policy of mooring lists and then gave his recommendations for a new system.

Chairman of the Shore and Harbor Committee, Steve Mealy, requested two changes to be made in the proposed policy by the DNR: Section 2.3.4 add "TO MAINTAIN AN APPLICANTS POSITION ON THE LIST" and in Section 2.3.5 add "AND BE POSTED ON THE TOWN’S WEB PAGE".

Discussion was held.

MOTION by Selectman Grady and SECONDED by Selectman Covell to move that we accept the proposed amendments with the changes recommended by the Shore and Harbor Committee with the amendments to sections 2.3.4 and 2.3.5. with the understanding that they maybe subject to further modification at a later date.

Town Clerks request for Change of Location for Voting Precincts

Chairman Coggeshall read letter from the Town Clerk requesting that precinct one be moved from the Community Building (due to the demolition of the Community Building) to Town Hall and Precincts 3 and 4 from the Peebles School (due to the better handicapped accessibility) to the Bourne Middle School.

MOTION by Selectman Grady and SECONDED by Covell that we move to accept the recommendations of the Town Clerk in moving the precincts

Trading Post Lounge request for closure

Concerns were expressed by Selectman Grady and he requested that additional information.

MOTION by Selectman Grady and SECONDED by Selectman Locke that the applicant be requested to appear before us to respond to questions concerning the request.

Other Matters

Town Administrator commended the Board of Selectmen on their choice of the new Town Administrator.

Selectman Tirrell spoke on the letter received from the Town of Wareham regarding the Sewerage Treatment Plant. Would like the Board of Selectmen to send letters to the Senators regarding funding for this project.

MOTION by Selectman Grady and SECONDED by Selectman Tirrell to move, Mr. Chairman, that Selectman Tirrell in his capacity as Chairman of the sewer commissioners draft a letter similar to the one drafted by the Wareham Sewer Commissioners to be sent to our respective United States Senators urging funding for this very important public project.

Discussion was held.

Lucia Fulco of Cataumet commented on the "the Gingerbread Cataumet Schoolhouse" that was on display during the Selectmen's meeting.

Selectman Covell commented on the first meeting of the Bourne Memorial Community Building Committee.

Al Beinor of Bourne commented on next week’s Selectmen’s meeting to be held at the Bourne High School Library.
