Executive Session
MOTION by Selectman Locke and SECONDED by Selectman Grady to hold an Executive Session to discuss strategy with respect to litigation because an open meeting might have a detrimental effect on the litigation position of the Town and to reconvene in Open Session at approximately 1900 hours.

Open Session began with a moment of silence in observance of the victims from the "Attack on America" last week. It was followed by the Pledge of Allegiance to the flag.
Approval of Minutes
MOTION by Selectman Grady and SECONDED by Selectman Locke to move approval of the Executive Session minutes held on September 11, 2001 as submitted.
UNANIMOUS VOTE
MOTION by Selectman Grady and SECONDED by Selectman Locke move approval of the regular session of minutes for September 11, 2001 as submitted with a change on page 5; to delete the words "UNANIMOUS VOTE" after the vote 4-1.

Cape Light Compact Presentation
Maggie Downey, Assistant County Administrator for Barnstable County and representative of the Cape Light Compact for Barnstable County spoke on the energy efficient program and that this is a campaign to get people involved.
Discussion was held.
MOTION by Selectman Grady and SECONDED by Selectman Locke move that the resolution for the Cape Light Compact Energy Efficiency Resolution be placed on the next available agenda for signature.

Community Building Presentation
Phil Lindquist and Gene Russo of Brown, Lindquist, Fenuccio & Richmond gave an update on the proposed new Community Building design.
Kate Mahoney of Mahoney and Douglas gave her presentation on the phases of environmental testing and getting D. E. P. approval.
Discussion was held.
Questions and comments were received from Clarence Merritt, Buzzards Bay, Judy Conron of Bourne, Howard Crow of Cataumet, Jim Mulvey of Buzzards Bay, John York, Cataumet, Al Beinor of Bourne, and Jim Wenzel, Chairman of the Board of Trustees Bourne Memorial Community Building.
Town Reports
MOTION by Selectman Grady and SECONDED by Selectman Locke move that the representatives of the town appointed by the Board of Selectmen to various county and regional bodies also be requested to file a report to be included in the annual town report.

George Gonsalves Class II Dealers License
Requested to amend the address for his license. The new address is 165 State Road, Sagamore Beach.
It was requested that he file a new application at no charge with the change of address.
Town Administrators Report
A "Draft" list of warrant articles was given to the Board of Selectmen for the special town meeting to be held on November 5, 2001.
MOTION by Selectman Grady and SECONDED by Selectman Locke move to close the warrant at the close of business September 21st on Friday and the Chairman and Town Administrator be authorized to call a meeting of the Board of Selectmen and have it posted in the event any articles come in that warrant our consideration between now and the close of business on Friday.

Discussion was held on a new fire chief, ISWM financials, and the director of DNR.
