Approval of Minutes
MOTION by Selectman Zuern and SECONDED by Selectman LaFarge to approve minutes of May 20, 2003 as presented.

Correspondence
Selectman LaFarge went over the correspondence that was received this week.
The Lease Conservation Restriction for the Barnstable County Hospital was received from the County through Assembly of Delegates representative Joseph Carrara Jr. Selectman Grady proposed the following be inserted on page 4 under Section "D" to the last paragraph:
"Nothing herein shall be constituted or interpreted to preclude or limit in any way, the jurisdiction of the Town of Bourne Police and Fire Departments from exercising their jurisdiction and authority on and within the subject conservation land".
Letter was received from the Shellfish Advisory Committee regarding appointments. Selectman Grady suggested that we start advertising for committee vacancies.
Main Street Streetscape Project – additional funding proposal
This was continued from last week. At that time it was requested that the DPW comment on other projects that might be able to use these funds instead of the Main Street Streetscape.
A memo from Rickie Tellier, Superintendent of the DPW, stated that he supports these funds being used for the Main Street Streetscape Project and gave his reasons.
MOTION by Selectman Grady and SECONDED by Selectman Zuern Town of Bourne request through an appropriate memorandum of agreement that the Cape Cod Commission release $74,400.00 in mitigation money to be used for the Main Street Streetscape Sidewalk Program.

Disaster Mitigation Committee
A new federal regulation (Disaster Mitigation Act of 2000), requires the Town of Bourne to develop a Disaster Mitigation Plan in order to remain eligible for FEMA Hazard Mitigation Grants and other federal hazard mitigation funds.
A request from Lt. Gould of the Bourne Police Department to the Board of Selectmen to appoint the Local Emergency Management Committee members to the Local Hazard Mitigation Committee as well as the Town Planner, Town Engineer, and Building Inspector.
The list for the Local Emergency Planning Committee included former State Representative Ruth Provost and former Community Services Director Walter Tonaszuck. It was requested that these two names be removed and the following names be inserted:
Representative Ruth Provost deleted
DPW Superintendent Rickie Tellier replaces Walter Tonaszuck
Add Town Planner, Town Engineer and Building Inspector
MOTION by Selectman Grady and SECONDED by Selectman Zuern we appoint as the Disaster Mitigation Committee those persons who are presently serving on the Local Emergency Planning Committee with the following exceptions: that former representative Ruth Provost’s name be deleted from the list and in place of Walter Tonaszuck who is no longer the DPW Director we substitute Rickie Tellier who is serving in that capacity at this time, otherwise all the other names remain in place. They would be appointed for the balance of this year and then through June 30, 2004.
MOTION AMENDED by Selectman Grady and SECONDED by Selectman Zuern to add to our (Disaster) Mitigation list (Committee) the positions of our Town Planner, Town Engineer and Building Inspector.

Public Comment Format
It was suggested that a short public comment period be held at the beginning of the meeting on items that are not related to the agenda.

Selectman Zuern suggested a sign up sheet so the Board of Selectmen will know their name and topic they would like to discuss.
It was requested that "Public Comment – Non Agenda Items" be inserted on the agenda after "Approval of Minutes" and that "Public Comment" remain at the end of the agenda.

Licenses:
Junk Dealers License Canal Side Antiques
MOTION by Selectman Grady and SECONDED by Selectman Zuern the Junk Dealer’s License for Jill Carbonneau, Canal Side Antiques, be approved with the condition of the sidewalk stipulation.

Use of Town Property – Joe & Jane Donovan Memorial Road Race
MOTION by Selectman Grady and SECONDED by Selectman Zuern the approval of (Joe & Jane Donovan Memorial) road race and walking race sponsored by the Weary Travelers Shrine Club, to be held on Sunday, June 1, 2003 at 10:00 a.m. over town roads in accordance with the approvals of the Police Chief and Fire Department and review of the certificate of liability.

Goals – Long Term Financial Planning
William R. Griffin, Town Administrator, requested that Finance Director, Lynne Burchill, go over the policies that they have prepared.
There are 6 major policies that the Town should consider and she explained the following policies:
1. Fund Balance Reserve Policy
2. Use Multiyear Financial Forecasting
3. Consistently Monitor and Track Current Year Financial
Activities
4. Debt Service Management
5. Be Proactive & Maximize our Revenue Stream
6. Investment Policies

The Town Administrator stated that this was just a draft and that they will come before the Board of Selectmen on June 17th with a formal proposal.
Selectmen Reports
Selectmen LaFarge and Grady had no comments.
Selectman Tirrell spoke of Massachusetts Maritime Academy commissioning their new ship the U.S.S.T Enterprise. He also commented on the Wareham Waste Water Pollution Control Facility tour as well as their meeting with the Wareham Sewer Commissioners.
Selectman Zuern commented on the Town’s Memorial Day Observance.
Town Administrator Reports
Town Administrator, William R. Griffin, stated that the DPW will be using Chapter 90 funds for the paving of certain roads starting in early June.
He presented the Board of Selectmen with a summary of health insurance statistics for town employees and retirees.
The Board of Selectmen was informed that the Town has received a check in the amount of $68,122.85 from the Federal Emergency Management Agency for reimbursement of snow removal thanks to the efforts of the DPW submitting their paperwork early.
An Alcohol Intervention Methods Training will be sponsored by the Town for clubs, restaurants, and package stores on May 29th at 6:00 p.m. to be held at Town Hall.
Mary Beth Regan has been appointed to the position of Account Clerk II in the Assessing office. He requested the Board of Selectmen waive the 15 day veto period because the office has been short staffed for quite some time.
MOTION by Selectman Grady SECONDED by Selectman Zuern to waive the 15 day veto period and approve the appointment of Ms. Mary Beth Regan to the position of Account Clerk II in the Assessors Office.

Public Comment
James Mulvey of Buzzards Bay complimented the Board of Selectmen on the way this meeting was conducted, commented on internal borrowing and the Wareham Sewer Facility.
