Approval of Minutes

MOTION by Selectman Zuern and SECONDED by Selectman Barlow to approve the minutes of April 8, 2003 as presented.

UNANIMOUS VOTE (5-0)

Correspondence

Selectman LaFarge went over the correspondence that was received this week.

A letter was received from the Cape Cod Commission regarding Canal Area Transportation Planning Studies. It referred to the Sagamore Rotary Grade Separation Study, Sagamore Flyover Design, Bourne Rotary, Relocation of Route 6 (Mid Cape Highway) Interchange 1, Sandwich Road Parkway (Four Lanes w/landscaped divider from Bourne Rotary to Sagamore Bridge), Bourne Rotary Bypass Road, Scenic Highway Median Barrier, Intelligent Transportation Systems (Real time traveler information and incident management), Enhanced Express Bus Service and Enhanced Passenger Rail Service.

The Board of Selectmen requested information from MassHighway on the above projects.

MOTION by Selectman Grady and SECONDED by Selectman Zuern that the Town Administrator, on our behalf, indicate to the Massachusetts Highway Department (particularly the last paragraph of this letter) that the Town of Bourne and its appropriate representatives would like an opportunity for participation and input as these plans are developed in the future.

UNANIMOUS VOTE (5-0)

Selectman Barlow requested that a Transportation Committee be reinstated. He will work with the Town Administrator to be on a future agenda.

County Administrator Mark Zelinski – Barnstable County Hospital Ground Lease

Due to illness this matter was postponed.

Selectman Tirrell – Chapter 268A Exemption

Selectman Tirrell turned the meeting over to Selectman Zuern and he left the meeting room.

Town Counsel, Robert S. Troy, stated that no action should be taken on this issue

as it does not apply in this situation.

Review of Annual Town Meeting Articles

Town Administrator William R. Griffin went over the Articles for Annual Town Meeting.

Article 1 Regularly Required Reauthorizations - Article 2 Elected Officials Compensation - Article 3 Operating Budget

Discussion was held.

The Governor’s Budget for the Upper Cape Regional Vocational School was discussed.

Chairman Tirrell requested a letter be sent to the Superintendent, Director and School Committee regarding budget.

MOTION by Selectman Grady and SECONDED by Selectman Zuern Board of Selectmen approve the amount of $38,976,770 as the total general fund-operating budget for the fiscal year 2004.

Discussion was held.

Town Administrator suggested that a joint meeting be held with the School Committee, Finance Committee and the Board of Selectmen to discuss the new school.

Chairman Tirrell stated that the Board of Selectmen were in favor of the Finance Committee recommendations on of all Articles with the exception of 11, 12 and 28. No action was taken.

Liquor License Renewal

A. Mashnee Island Beach Club, Inc. d/b/a/ The Beach Club

The Town Administrator stated that there was a complaint by a neighbor on noise. The neighbor was asked to submit a letter to the Board of Selectmen with his concerns. The Manager, Eric Bevans, was made aware of this complaint.

MOTION by Selectman Zuern and SECONDED by Selectman Grady to approve the request of the Seasonal Liquor License renewal (of Mashnee Island Beach Club).

UNANIMOUS VOTE (5-0)

Selectmen’s Reports

Selectman Grady did not have anything to report.

Selectman Zuern commented on meetings of the Barnstable County Selectmen’s Association and the Senior Management Board.

Selectman LaFarge commented on the Cape Cod Joint Transportation meeting.

Selectman Barlow commented on local aid from the state.

Chairman Tirrell encouraged support of an ALS fund raiser, Americorp Cape Cod Canal clean up, and the new Bourne Braves Baseball Field.

Town Administrator Reports

William R. Griffin commented on a summer schedule for the Board of Selectmen, his participation in the lottery for affordable housing, and the new Bourne Braves Baseball Field.

Public Comment

Lucia Fulco of Catuamet commented on lottery at town meeting, and public comment on agenda items.

MOTION by Selectman Grady and SECONDED by Selectman Zuern to adjourn.

Meeting adjourned at 8:42 p.m.
