Selectman Covell unable to attend tonights meeting due to family illness.
Approval of Minutes
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern the minutes be approved for January 28, 2003 as presented.
UNANIMOUS VOTE (4-0)
Correspondence
Selectman Tirrell went over all correspondence that was received.
The Town Administrator asked the Board of Selectmen to sign a letter to the Barnstable County Commissioners asking them to release funds to be used for the completion of the Local Comprehensive Plan.
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern that the letter we have been provided be signed and sent.
UNANIMOUS VOTE (4-0)
Donald May Proposed 40B Elderly Housing Project
Donald May stated that he has land on St. Margarets Street in Buzzards Bay and is proposing a 40B project to house 4 to 6 affordable units. He was requesting a preliminary approval letter from the Board under the Local Initiative Program.
The Board requested more details on the project and suggested that he meet with the Town Planner.
Discussion was held.
No action was taken.
Citizens Advisory Committee
Chairman Grady stated that the Town of Bournes representative to the Citizens Advisory Committee has not made the last two meetings. This is a position that is appointed by the governor.
LTC Brian D. Rogers who works for the Deputy Assistant Secretary of the Army and is the lead to the Governors Office stated that the town should decide if they want to submit a new name to the Governor to fill this position. Chairman Grady stated that Mr. Coggeshall will be contacted as to his intentions.
Impact Review Committee
Robert Mullennix stated that his application to be a member of the Impact Area Review Team was rejected by the State. He went over his qualifications and requested the Board of Selectmen support him.
Discussion was held.
James Murphy Superfund Community Involvement Coordinator, Office of Regional Administrator, went over the process of the appointment and would like to see Robert Mullennix be on the team. The State EPA director, Mr. Robert Varney, did not feel that Mr. Mullennix was the right person and rejected his application.
Discussion was held.
Reginald Judson of Bourne commented on the meetings of the Impact Review Committee and requested that Mr. Mullennix be appointed to this committee.
George Seaver of Cataumet also recommended that Mr. Mullennix be appointed to the Impact Review Committee.

Committee Appointments:
Shore & Harbor Committee's representative to the Selectmen's Task Force on Local Pollution.
MOTION by Selectman Locke and SECONDED by Selectman Tirrell to appoint Mr. David Wiggin of Cataumet to the Local Pollution Task Force as the Shore and Harbor Committees representative.
UNANIMOUS VOTE (4-0)
Proposing a local student government day.
Selectman Tirrell went over his reasons for establishing a program and requested that a letter be sent to the School Committee.
Discussion was held.
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern that we send a letter to the School Committee supporting Student Government Day.
UNANIMOUS VOTE (4-0)
Town Administrator's Performance Evaluation
Chairman Grady stated that according to the Charter this evaluation is required.
He went over the results of the survey. Out of a possible 30 points William R. Griffin received twenty 27 points. They felt that the Town Administrator was doing a great job.
Selectmen's Report
Selectman Tirrell requested that the Board of Selectmen send a letter of thanks to Ms. Beth of Plymouth and Mr. Crow of Cataumet for their assistance in the interviewing process for the Finance Director.
Selectman Zuern commented on the School Facilities Committee.
Selectman Locke thanked everyone for their condolences.
Town Administrator's Report
Recommended Joseph Carrara, Jr as Acting Fire Lieutenant; Thomas Spillane as Police Dispatcher; gave each Board member a draft copy of the warrant for the Special Town Meeting to be held on March 3, 2003.
Budget Review
Chairman Grady went over the Town Clerk's position whether it should be part time or full time. The Town Administrator has recommended that the position be part time. The Board of Selectmen must decide if it feels the same.
The Town Administrator explained his reasons for having the position of Town Clerk as part time.
Discussion was held.
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern The Board of Selectmen, in the matter of planning for provision of compensation for a Town Clerk, adopt as its own, those recommendations of the Town Administrator.

Opposed - Selectman Locke
Selectman Tirrell made inquiries of the Bourne Marina and the Town's Fee Structures.
Discussion was held.
Selectman Zuern questioned Legal Fees, Inspection Department, School Department, and stated that the Town Administrator is not taking a salary increase.

Selectman Tirrell inquired on the Public Health Nurse, Council on Aging, Beaches, Unemployment Compensation, Teachers Early Retirement, DPW Director, and Capital Outlay Projects.
Selectman Locke commented on business and services budgets.
