Chairman Grady stated that Selectman Covell is on vacation and will not be attending tonight’s meeting.
Approval of Minutes
MOTION by Selectman Locke and SECONDED by Selectman Tirrell to approve minutes of February 25, 2003.

Correspondence
Selectman Tirrell went over correspondence received.
Treasurer Linda Marzelli – Note Signing
Treasurer Linda Marzelli went over the Bonding Anticipation Notes totaling $8,330,000 that are maturing.
Discussion was held.
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern move to award the $8,330,000 Town of Bourne, Massachusetts Bond Anticipation Notes Municipal Purpose Loan dated March 21, 2003 and maturing July 25, 2003 in the amount of $4,135,000 to Fleet Bank at a net interest rate of 1.04%, the amount of $3,000,000 to State Street Capital Markets at a net interest rate of 1.0669% and the amount of $1,195,000 to Sovereign Bank at a net interest rate of 1.0935% as set forth in a document prepared by Ropes & Gray, Bond Counsel to the Town of Bourne to be inserted into the minutes of this meeting.

7:15 p.m. Lt. Col. Daniel Epright – Pave Paws - Cape Cod Air Force Station
Lt. Col. Epright went over the public meetings to be held of the Supplemental Environmental Impact Statement (EIS) for potential health effects of operating the phased array radar at Cape Cod Air Force Station. A meeting will be held in Bourne on March 19th at the Jonathan Bourne Public Library from 7 p.m. to 10 p.m.

County Commissioners on County Funds to Bourne
Barnstable County Commissioner, Bill Doherty, commented on the $13,322.77 County Funds that were provided to the Town of Bourne for FY 2002. He invited the Board to attend a meeting with Governor Romney at the Wing School in Sandwich on Thursday at 4:00 p.m. Barnstable County Commissioner Maggie Downey and Lance Ambros as well as Assembly of Delegates representative Joseph Carrara Jr. were recognized.
Lance Ambros went over the services provided by the County to the Town of Bourne such as Affordable Housing, Geographic Information Systems, Marine and Coastal Resources, Natural Resources and Land Protection, Planning, Community Development, and Regulatory Activities, Transportation, Waste Management and Water Resources. Other areas where the County provides services are the Cape Cod Cooperative Extension, Cape Light Compact, Dredge Office, Health and Environment, Resource Development, Regional Services, Cape Cod Cooperative Extension, Nutrition and Food Safety, Marine Aquaculture Programs, Marine Education, Horticulture/Natural Resources Program, Coastal Resources, Hazardous Waste Programs, 4-H Youth & Family Development, Cape Cod Economic Development Council, Regional Grants, Children’s Cove, Fire/Rescue Training Academy, Health and Environment, Human Services, Registry of Deeds and Resource Development Office. He also spoke on new programs that they are working on such as transportation, a park and ride lot for the mid and upper cape and traffic counts that were provided on selected roadways and intersections that are problem areas in town.
Discussion was held on the proposed Sagamore Flyover plan of Mass Highway.
Joseph Carrara, Jr., commented on the County’s budget that includes increasing the part-time grant writer to a full time position and funding of radios for public safety that will be housed in Bourne.

T.R.I.A.D. – House Numbering
Ann Crowley the Chairperson of the Bourne T.R.I.A.D. presented the Board of Selectmen with a brief history.
David Viera of the Barnstable County Sheriff’s Department made a power point presentation explaining T.R.I.A.D. He went over the vision of Barnstable County, Senior and Law Enforcement Together (S.A.L.T.), Bourne T.R.I.A.D. and S.A.L.T. Council, goals of Bourne T.R.I.A.D./S.A.L.T., town wide survey, road rage and fear of vehicle breakdowns, 911 cellphones, traffic and safety signage, telemarketing & scams, health and wellness, and house numbering.
Bourne T.R.I.A.D. requested that banners be placed on the fire and police stations endorsing house numbers and asked the Board of Selectmen for their endorsement.
MOTION by Selectman Tirrell and SECONDED by Selectman Zuern move that the Board congratulate the Chief’s for being involved in the house numbering program and encourage them to post the banners as provided by the T.R.I.A.D. team.

Joint Land Use Study for Upper Cape Towns surrounding the MMR
Coreen Moore, Town Planner, explained the Joint Land Use Study Proposal with the MMR, Upper Cape Towns of Sandwich, Mashpee and Falmouth as well as the Cape Cod Commission. The Board of Selectmen are being asked to adopt a resolution for this study. She introduced John Leigh, Project Manager, U.S. Department of Defense Office of Economic Adjustment and John Lipman of the Cape Cod Commission and Linda Wadsworth, Public Outreach Manager, of the Environmental Readiness Center located at MMR.
John Leigh explained the Joint Land Use Study (J.L.U.S.), and went over the following areas: What a typical J.L.U.S. identifies, overview of the J.L.U.S. process, J.L.U.S. funding, community roles, installation’s roles, Office of Environmental Affairs (O.E.A’s.) roles, typical J.L.U.S. organization, typical recommendations and expected results.

John Lipman of the Cape Cod Commission presented a draft of the proposed
Resolution. The Board of Selectmen had some concerns.

Linda Wadsworth, went over the operations at the MMR and it’s involvement with the J.L.U.S.
No action was taken.
Shellfish Regulations
George Weinert, Director of the Department of Natural Resources, went over the process that was used to bring these recommendations to the Board and proceeded to go over the changes that were made to the Shellfish Regulations. He introduced the members of the Shellfish Advisory Committee who had some concerns on the changes.

Chairman Grady suggested that the Department of Natural Resources and the Shellfish Advisory Committee meet to go over changes.

Licenses and Use of Town Property
St. Peter’s Church – Flea Markets
St. Peter’s Church is requesting to hold 6 Flea Markets on May 31, June 21, July 5, August 2, August 30, and September 20, 2003 from 8 a.m. to 3 p.m.
MOTION by Selectman Locke and SECONDED by Selectman Tirrell to approve St. Peter’s Church Flea Market license.

Dick Melloni Youth Foundation – Benefit Bicycle Ride
A request to use town roadways for the purpose of a bicycle ride to be held on September 28, 2003.
MOTION by Selectman Locke and SECONDED by Selectman Zuern to approve the request of the Dick Melloni Youth Foundation – Benefit Bicycle Ride.

National Multiple Sclerosis Society – Bike Tour
The National Multiple Sclerosis Society is requesting the use of town roadways for their Bike Tour on June 28 and June 29, 2003.
MOTION by Selectman Locke and SECONDED by Selectman Zuern to approve the request of the National Multiple Sclerosis Bike Tour.

Selectmen Reports
Chairman Grady commented on the Community Building Committee and the Audit Review meetings.
Selectman Zuern commented on the Zoning Board of Appeals meeting regarding Pilgrim Pines Development Agreement, draft proposal for Knowlton’s Junkyard and A & P Supermarket closure.
Discussion was held.
Selectman Tirrell commented on Read Across America Day, Coyote Bylaw, Upper Cape Regional School courses and Adelphia Cable coverage of Town Meeting.
Selectman Locke commented on a polio seminar, Bourne High and Upper Cape Regional schools being recognized by Rotary International, and vacancy on the Board of Assessors.
Town Administrator Reports
William R. Griffin, Town Administrator has appointed Heidi Marsella of Augusta ME. to the position of Conservation Agent. He requested the Board of Selectmen waive the 15 day waiting period.
MOTION by Selectman Locke and SECONDED by Selectman Tirrell to waive the 15 day waiting period for Heidi Marsella as the new Conservation Agent.
