APPROVAL OF MINTUES
MOTION by Selectman Zuern and SECONDED by Selectman LaFarge to approve minutes of November 18, 2003 as presented.

PUBLIC COMMENT – NON AGENDA ITEMS
James Mulvey of Buzzards Bay commented on Department of Environmental Protection and ISWM.
Sallie Riggs of the National Marine Life Center requested that the Town of Bourne complete the last step in the lease. It involves a strip of land that had to go before the legislature. It was passed by the Legislature and is now on the Governor’s desk. She asked that the Board of Selectmen contact the Governor’s office to support.
Discussion was held.
MOTION by Selectman Grady and SECONDED by Selectman Zuern we authorize the town administrator, in the name of the Board of Selectmen, to write an appropriate letter to the governor, with copies to his appropriate staff members, perhaps Sallie may give us and identify and that the Town Counsel be asked to assist the Town Administrator in the preparation on the legal end and that this be done as soon as possible.
The town administrator would like to incorporate in the letter the aggressive program that the Town has had to buy open space.
Discussion was held.
Tom Moccia representing the Buzzards Bay Village Association supported the bill before the Governor and endorsed the letter.
Selectman Barlow suggested that the letter also be sent to our State Representatives and Senator.
James Mulvey of Buzzards Bay commented on conservation land procedure.

CORRESPONDENCE
Selectman LaFarge went over all correspondence that was received.
Letter was received from Department of Natural Resources Director, George Weinert, commending Tim Mullen and Daniel Warncke of his department and Patrolman Chris Morino of the Police Department for their efforts in a rescue at the Monument Beach Marina.
Attorney Fitch, representing Knowlton’s Garage, requested that the Knowlton’s Garage hearing be held on December 16, 2003 due to a conflict in his agenda.
Discussion was held on a letter received from Rural Development (formally Farmer’s Home Administration) regarding the Bourne Oaks (Senior) Apartment Complex.
MOTION by Selectman Barlow and SECONDED by Selectman Zuern to send letters of commendation to Timothy Mullen, Daniel Warncke and Chris Morino from the Board of Selectmen for their participation in the rescue at Monument Beach.

Department of Natural Resources Director, George Weinert -Introduction of New Marina Manager Robert Dawley.
George commented on Mr. Dawley’s qualifications and introduced him to the Board of Selectmen.
Robert Dawley stated what he has been doing since his arrival, his interaction with the Mass Maritime Academy and plans for the future.
Discussion was held.
Open Space Committee – Logo Contest
Barry Johnson, Chairman of the Open Space Committee, introduced members of his committee and stated that a Logo Contest was held for signs to identify Open Space Land in Bourne. He requested that the Board of Selectmen make a choice out of the seven logos that were submitted. Entries were received from Middle School students through adult.
The Board of Selectmen selected the logo that was submitted by Fran Bogden of Pocasset. Letters will be sent to all who participated in the contest thanking them for their interest.
Town Clerk Barry Johnson – Change Precinct One Voting Location
Town Clerk, Barry Johnson, requested that Precinct 1 be returned to the Bourne Veteran’s Memorial Community Center. In 2001 the precinct was moved from the Community Center to Bourne Town Hall due to the construction of the new center. A letter was presented from the Bourne Veteran’s Memorial Community Center Trustees as well as Director of the Community Center, James Parsons supporting the move. Information regarding the change in location of Precinct 1 will go out with the census forms after the first of the year.

MOTION by Selectman Grady and SECONDED by Selectman Zuern to approve the request of the Board of Trustees of the Community Center and have Precinct 1 polling place be designated at the Bourne Veteran’s Memorial Community Center for all future elections effective Jan 1, 2004.

Appointments – Licenses
Board of the Appeals - Alternate Member
A letter of interest was received from Robert Gaynor of Pocasset for an Alternate Member on the Board of Appeals.
Robert Gaynor stated his reasons why he would like to serve on the Board of Appeals.
MOTION by Selectman Grady and SECONDED by Selectman to Barlow to appoint Mr. Robert Gaynor to an Alternate position on the Zoning Board of Appeals.

Food Vender License - Bourne Manor Extended Care Facility
Application was received from the Bourne Manor Extended Care Facility, 146 MacArthur Boulevard for a Food Vendors License.
MOTION by Selectman Grady and SECONDED by Selectman Zuern to approve the request of the Bourne Manor Extended Care Facility, 146 MacArthur Boulevard that they be granted a Food Venders License.

Food Vender License - Red Apple Deli
Eric Geagan, new owner of the Red Apple Deli stated he and his wife had just purchased the business and would like to open on December 1st.
MOTION by Selectman Grady and SECONDED by Selectman Barlow to approve the application of the Red Apple Deli with new owners, Kathleen and Eric Geagan, located at 215B Main Street, Buzzards Bay.

Food Vender License - Cape Cod Enterprises d/b/a/ Baskin Robbins
Town Administrator, William R. Griffin, stated that the agenda item listed this as a Food Vendors License. It should be a Common Victualler’s License.
MOTION by Selectman Grady and SECONDED by Selectman Zuern to approve the application of a Common Victualler’s License for Cape Cod Enterprises d/b/a Baskin Robbins, 24 Meetinghouse Lane, Sagamore, MA.

Selectmen Reports
Selectmen Grady and LaFarge had no reports
Selectman Tirrell commented on being guests of the America’s Hometown Parade in Plymouth.
Selectman Zuern commented on Conservation Pond Tour and testing Congressman Delahunt’s announcement of funds for the modernization of fire station and control tower at the base, Shellfish Working Group meeting.
Selectman Barlow commented on the Buzzards Bay Water District on ethic commission. He requested that the Town Administrator ask the State Ethics Commission to come to Bourne to put on an informational seminar for Bourne as well as surrounding towns.
Town Administrator Reports
The Town administrator proposed a schedule of Board of Selectmen’s meetings for the month of December.
December 2, 2003 will be a regular meeting.
December 9, 2003 will be held in the High School Auditorium. The meeting will be devoted to ISWM hearing.
December 16, 2003 will be a regular meeting
December 23 and 30, 2003 there will be no meetings due to the holidays.
The Board will resume their meetings on January 6, 2004.

MOTION by Selectman Grady and SECONDED by Selectman Barlow to adopt the schedule as advanced by the Town Administrator concerning our meeting dates through the 6th of January.

Public Comment
James Mulvey of Buzzards Bay commented on the new Bourne Marina director Robert Dawley and the change in the precinct lines.
The next meeting will be held on December 2, 2003.
Gerry Collette commented on the ISWM hearing on December 9th.
