Selectman
Barlow made a MOTION and SECONDED by
Selectman Conron to accept the minutes of May 8, 2006 as presented. UNANIMOUS
VOTE.
Richard LaFarge commented on committee
appointments he had been appointed to when he was Selectman and now has been
removed from because he's no longer Selectman. He further stated that the
Governor made his appointment to the MMR with no end to the term and the
Selectmen can't remove him from this committee.
Lucia Fulco commented on Town Meeting and how there was a great discussion on the Charter article. She's very proud to be part of the Charter process and thanked everybody for attending Town Meeting and also thanked the members who served on the Charter Committee.
Selectman Sloniecki read the
correspondence.
Administrator Guerino sent an
e-mail to the Selectmen stating that effective May 15th all shellfishing is
closed in the Town of Bourne.
Recall Certification:
Town
Clerk Barry Johnson read into the record and then presented Chairman Zuern the
formal certificate that certifies the petition for the recall election of
Selectman Carol A. Cheli and Selectman Galon "Skip" Barlow.
Mr.
Johnson expressed a huge thank-you to Assistant Town Clerk Wendy Chapman, Dawn
Diloreto and the Board of Registrars for their hard work and diligence to this
project.
Further
discussion on when a day could be set for the recall election.
Administrator
Guerino said according to the Charter the Selectmen shall forthwith give
written notice of receipt of the certificate to the officials that would be
recalled. A letter will be prepared and ready for signature by 10:00 A.M.
tomorrow morning. Letter will be forwarded to Selectman Cheli and Selectman Barlow
by certified return receipt requested mail. The 5-day period will start the day
the letter is received. Since Ms. Cheli is in Florida, her letter will be sent
by FedEx. Mr. Barlow asked if he could pick up his letter from Town Hall. Board
will chose an election recall date at next weeks Selectmen's meeting.

Conron made a
MOTION and SECONDED by
Selectman Barlow to approve the road name request for Henry Drive and
Henry Drive Extension. UNANIMOUS VOTE.
Selectman
Sloniecki made a
MOTION and SECONDED by
Selectman Conron to approve the request for an Entertainment License for The
Daily Brew. UNANIMOUS
VOTE.
Selectman
Sloniecki made a MOTION and SECONDED by
Selectman Conron to approve the request for a Common Victualer's license for
The Daily Brew.
UNANIMOUS VOTE.
Selectman Barlow recused himself.

requested was not received. This will not go forward for this evening.
7:30 p.m. Verizon and
Commonwealth Electric Company Joint Pole Hearing
Administrator
Guerino said an abutter indicated that they had concerns with the location of
the
pole
and requested that hearing be rescheduled since they are away. Verizon had
spoken with the abutter and Administrator Guerino received an e-mail from the
abutter stating that they were comfortable with what Verizon was going to do
and no longer need to be rescheduled.
Selectman Conron made a MOTION and SECONDED
by Selectman Sloniecki to approve the relocation of the pole
on Tower Lane. UNANIMOUS VOTE.
Administrator
Guerino recommend that we re-advertise for 2 weeks as a single ad and then come
back with another recommendation at that time.
Administrator
Guerino said he will speak with Sandy Vickery who has contact with many
volunteers to see if anybody may be interested in serving.
Selectman
Zuern spoke on the duties and the responsibilities of the Human Rights
Commission.
Administrator
Guerino announced that the Town's Representative to the Water Protection
Collaborative Peggy Fantozzi has been appointed to the Steering Committee.
Seaport
Council voted to recommend to the Governor that $25,000 be released to the Town
of Bourne for construction related work to be done at the Monument Beach
Marina.
Senator
Murray and Representative Gifford have been very active with the Seaport Council.
Administrator Guerino will send a letter to the Senator and Representatives to
thank them for their assistance.
Capital
Expenditure Working Group will have their first meeting next Monday, May 22,
2006 @ 7:00 P.M.
Town
Clerk's Office received notice that the moratorium has been lifted on the
issuance of passports. There are some logistical problems related to vital
records that need to be worked out. The town will receive $35.00 per passport.
This will raise additional revenue for the town.
Department
Heads will meet this Thursday to discuss the budget and review central
purchasing. This information will be forwarded to the Board.
DNR
Officer Steve Chapman has taken a position at MMA. Rebecca Orella has taken
another job in Plymouth. Both positions have been advertised.
Will
be gathering fee structure comparisons with other towns and will discuss with
the Board in June.
Selectman
Barlow asked Administrator Guerino to find out who has ownership and control of
the Monument Beach pier?
Administrator
Guerino provided the Board with a copy of The Outcome Frame Work. This is a way
to make sure you stick with the goals that the Board sets.
Next
Tuesday, May 23, 2006 from 8:00 A.M.-12:00 the Goals and Facilitation has been
scheduled at the MMA. There is also a meeting set for Monday, June 5th.
Selectman Barlow clarified that the Shore
& Harbor Committee and Capital Outlay Committee gave approval to replace
stringers and decking for the Monument Beach Pier.
Met
with representatives from MMR. Will be hold quarterly meetings to keep
communication open with the base. There were some items brought up that we were
not aware of. It was a very good meeting.
The Board reviewed and discussed changes to the Selectmen's Policies and Procedures.
All
Selectmen commented on Town Meeting and thanked everybody for their
anticipation, majority commented on the Council on Aging luncheon.
Selectman
Sloniecki attended Cape Cod Selectmen's Association meeting and Bourne Baseball
dinner dance, Relay for Life is this Friday and asked that we check into the
committees that he was recently appointed to.
Selectman Barlow attended Board of Health meeting, asked that we check into the committees that he hasn't been sworn into as of yet, Keith Songer Road Race will take place this Sunday, Whale will be on displayed at the Buzzards Bay Park and there will be a reception for Diane Fitzmaurice. Earth Day is this Saturday at Barnstable County Fair Grounds.
Selectman Conron was impressed with the people who volunteer for the Food Pantry. They work out of a very small place that is full to capacity. Would like to find a bigger facility for them to work out of. Tom Moccia from Bourne is a representative to the Cape Cod Commission Review Committee; Katelyn Haglof from Sagamore Beach won a contest and received $5000 for Hoxie School field. Grand prize winner will receive $20,000.
Chairman Zuern handed out Draft Emergency Dispensing Sites information from Cindy Coffin, attended Whaling Captains Dinner and thanked Diane Flynn and Rene Ziegler for all their work, attended TRIAD at Community Center, Grace Swift Nye Grant meeting and teachers retirees dinner. There will be free health and screening programs at the Community Center in June, Sandra Cortese was awarded Senior Volunteer of the Year. Commented on comments that were in back of Town Meeting Handbook and that the Food Pantry is in need of space.
