Call the Meeting to Order at 6:30 P.M.

Approval of Minutes

The minutes of April 18th, 25th and May 2nd were presented.

Selectman Conron MOTIONED to accept the minutes of 4/18/06 as amended.  Selectman Barlow SECONDED, UNANIMOUS.

Selectman Conron MOTIONED to accept the minutes of 4/25/06 as amended.  Selectman Barlow SECONDED, UNANIMOUS.

Selectman Barlow MOTIONED to accept the minutes of 5/02/06 as amended.  Selectman Conron SECONDED, UNANIMOUS.

Shellfish Relay – Barlow’s Landing Area 


TA Guerino presented a brief history and a previously proposed relay in Bourne with a deep-water dredge.  The DNR Director attempted to obtain a dredge but was unsuccessful and therefore, no relay occurred last year. 

There was further discussion between the Board and Town Administrator regarding the relay.

Selectman Barlow MOTIONED to close the area the DNR Director has requested in Barlow’s Landing for the relay of contaminated stock for the period of time he feels it is necessary.  Selectman Conron SECONDED, UNANIMOUS.

Selectman Conron expressed her concern over a copy of an email she received regarding the Town Administrator asking the DNR Director to meet with Selectman Barlow.  She further suggested that it was inappropriate to be sending town employees to discuss operational activities with any Selectman.

TA Guerino disagreed and felt that if a Selectman had an expertise in an area, it makes sense for the department head, with permission, to have the opportunity to speak with the Selectman with that expertise.

Selectman Barlow said that the DNR Director came to his business to talk to him and he told him he could not tell him what to do.  Mr. Weinert told him he needed to ask him some questions.  He said he would answer his questions, but made no attempt to tell him what to do. 

Selectman Conron said the issue on how they interact with town employees on business keeps coming up and it seems to become more complex.  She referenced an email sent by the Town Administrator where he asked to respond by email and he would then forward the responses to the Town Clerk.

Selectman Conron went on record to say that the email made her feel “incredibly uncomfortable” at the process as a new person on the Board trying to figure out what they should or should not be discussing between meetings.

TA Guerino said at times there is need to have a sense on where the Board is and because he was asking the Board to give him their sense, that it needed to be filed with the Town Clerk as it went out to all five Selectmen for response.

Selectman Conron asked where this came from and TA Guerino responded from Town Counsel.

Chairman Zuern said it was not a discussion amongst them, she did not respond and won’t because it then becomes a discussion among the Board.  She called the Town Administrator and asked what it meant.

There was a further discussion on emails.

Chairman Zuern said that if you think something is leading to a discussion or you’re not sure what it is, call and ask.

Selectman Barlow said he does not generally email.

Selectman Sloniecki appreciated the emails because it was easier for him to follow and gave him a sense of where they were heading tonight and a history of the process. He said he may not reply to emails, but appreciates them.

TA Guerino said he did not intent to create a problem and would defer to an agenda.

Goals Facilitation Calendar Discussion

Tentative dates for the Goals and Facilitation was scheduled for Tuesday, May 23 from 8:30 a.m. to 12:30 p.m., and Monday, June 5 from 6:00 p.m. to 10:00 p.m.  It was suggested that the meeting be scheduled at the MMA.

Town Meeting Final Preparation

The Selectmen and Town Administrator discussed articles in the upcoming Town Meeting.

Recess to Auditorium for Town Meeting

Selectman Barlow MOTIONED to adjourn at 7:10 p.m. to the auditorium, Selectman Sloniecki SECONDED, UNANIMOUS.
