Meeting
was called to order at 7:00 P.M.
Selectman
Sloniecki read the correspondence.
Chairman
Zuern noted that in order for the Town to obtain funding in case of a disaster,
the Board of Selectmen and anyone else that is part of the incident command are
required to attend or take a NIMS (National Incident Management System) course
online.
All
correspondence is available for the public to look review.
The
Selectmen signed the warrant for the August 2, 2006 election. Selectman Barlow recused himself from
signing the warrant.
Chairman
Zuern asked for authorization to sign a letter, as Chairman, written by the
Town Planner to MassHousing stating that the Board has not taken a position one
way or another on the CanalSide Commons 40B proposal. There was no objection from the Board to her signing the letter
to be mailed on Wednesday, July 19, 2006.
Licenses/Permits
a. One-Day Liquor was approved for the Bourne Historical
Society, 12 Briarwood Lane, Monument Beach for a fundraiser. The event will be on July 29, 2006 from 5:30
to 8:30 p.m.

Selectman Conron voted “NO”
not because she did not think Selectman Sloniecki would do a good job, but
rather that she did not think they should have a Selectman on a Committee
appointed by them as indicated in the Charter revisions.
There was further discussion
on whether or not a Selectman should be appointed to the Private Way Committee.

Selectman
Zuern presented copies of the opinion rendered by Town Counsel on the
expiration of the term of the representative of the Board of Selectmen to the
CanalSide Task Force. Town Counsel
ruled that Mr. LaFarge’s appointment is separate and distinct from his service
as a member of the Board of Selectmen.
It is further his opinion, that the Task Force is empowered to act
pursuant to the appointments made by the Board of Selectmen - until the task is
complete up until June 30, 2006. If the
Task Force has not completed its task by June 30, the Board of Selectmen must
take appropriate action to reappoint or reconstitute the Task Force.
Chairman
Zuern said they were given two years to do the task and thought it would have
been complete by now. She said that Town Meeting established this committee and
that it should also be disbanded by Town Meeting and not the Board of
Selectmen. She suggested that an
article be placed in the Warrant for the October STM to decide whether they
want to continue the Task Force or disband.
She said they could reappoint the current members until the STM.
Selectman
Conron agreed that the Town Meeting did establish and should disband the
Committee. It should be in concurrence
with the group if they think their task is complete. If they don’t think the task is complete, she would not want to
force them to disband.
Selectman
Conron made MOTION to reappoint the 8 members until their task is
complete
There
was discussion on how “until their task is complete” would be known, the
Committee’s charge and the direction they went in.
After
the discussion it was suggested that they invite the members of the CanalSide
Task Force in to address their concerns.
Selectman Conron then withdrew her motion to reappoint.
