S. Barlow MOVED to approve the Monument Beach Block Party and was SECONDED by J. Conron. The committee voted 4-0 to approve. Other
· T. Guerino met with Atty. Bob Troy regarding the Cumberland Farms – Zoning Board case which was brought to the Supreme Court in favor of Cumberland Farms. This went to Appeals Court and today, August 8, 2006, in the morning the appeal was in the town’s favor. A victory worthy to note.
· Digital voice recorder is being tested tonight. This is for committee’s who don’t have a secretary in their budget. The recorded tape is sent out to be transcribed and a transcript is given within a couple of days.
Discussion of ISWM future planning – Brent Goins
This is the second series of a number of meetings with ISWM. The first meeting was ISWM background information (environmental and regulatory). Tonight’s meeting will review the ISWM Business Model and Business Plan. The next meeting will be more of a financial meeting. Once these meetings have taken place, it is the intent to establish an ISWM Business Committee (an oversight committee). Handouts titled ISWM Business Plan Update and Landfill Life & Revenue documents were distributed (see attached). B. Goins reviewed the Business Plan Update including graphs. Landfill Life and Revenue· Bourne has a disposal capacity of 1,300 pounds per cubic yard in operation days (5 days and 6 days).
· Projected Landfill Capacity (tons per year). 219,000 new tonnages after new capacity.
o Bourne has a landfill lifetime until the year 2024.
· Additional recycling needed over Baseline to meet 56% recycling goal in 2010 (1,100,000 tons).
· 2012 Net Export if reach 56% goal (1,820,000 tons)
· 2012 Net Export with Baseline recycling (3,050,000 tons)

Committee Discussion
· When landfill reaches the end of its lifespan, does this increase capabilities on the spot market? Yes.
· How does the town incorporate the condominium complexes? Legislation directed to the complex then complex finds way to remove material.
· How do you negotiate the regulations with the DEP? Through guidelines (waste bans).
· Why asking for only an extension with regard to the landfill? Each cell needs a new operation permit to operate
· Municipal regulations – possible to have licensed private haulers add recycling as part of their service? Yes, town is free to make by-laws.
o Cyclical nature, market driven and adjust
· Can the town of Bourne increase the facility for recycling? Bourne wants to, but need to start out with a small facility.
· Do the DEP regulations for ISWM seem practical? Yes.
· Does Rail haul of wood still exist? Yes, and is federally controlled.
· Toxic material mercury – where does it go? B. Goins will look into and report back.
· No new incinerators, why? Incinerators create more pollution than handling waste.
· What is probability of closed landfills opening? Tried, but most cases real estate has been developed closed to those areas. Residents don’t want it.
o How long before the closed landfills reopen? Very low likelihood.
· Are the closure dates on the reports accurate? 2024 Bourne date? DEP’s best estimates.
· Did the landfill meet the 35% decrease in waste? Yes.
· Once reach year 2024, no future plan? New technology may apply by then.
· Is there a waste ban on meats? The goal is to capture all food waste.
Public Comment
· What is Bourne’s recycling rate? 30-35%. B. Goins will get the number to report back.
· Sharps Policy is signed with whom? DEP policy is signed by the Commissioner of DEP to assign the policy.
· New wind turbines – possible for town to use the landfill or think about for a long term future plan? B. Goins and T. Guerino discussed, but not in any detail.
· Does the landfill feel comfortable relying on the DEP for regulations? Absolutely.
· Hydrogen sulfate problem? Already experienced.
o Can predict it? Emissions experiences in 1996, 1997 and 1998 by smell at low concentrations.
· PowerPoint presentation suggested for the next meeting to discuss the financials and a better way to convey to the public.
Other Business (plans for next meeting)· The next meeting to discuss ISWM will be September 19, 2006.
· Chairman Zuern reminded everyone that August 9, 2006 is Election Day and encouraged everyone to get out and vote.
