Approval of Minutes
Selectman Conron made a MOTION and SECONDED by Selectman Sloniecki to approve the Executive Session Minutes of November 3, 2006 as amended and was. UNANIMOUS VOTE
Public Comment – Non-Agenda Items
Ms. Donovan requested the Selectmen each donate $50 to the Food Pantry.
Mr. Miller presented Selectman Mealy with a plaque for his fifteen (15) years of service on the Shore & Harbor Committee as Chairman.
Mr. Tarbell expressed his concern of the rest of the town (other than the Schools) receiving information with regard to the override letters.
Chm. Zuern noted the Reverse 911 system will be used on November 27, 2006 to remind the people of Bourne of the ballot questions.
Classifications - Assessors
Recommendation of the town retain one (1) tax rate for FY 07.

Assessors’ recommendations
Mr. D’Amaddio concern was that the townspeople are paying the right value for their property.
Selectman Conron made a MOTION and SECONDED by Selectman Harrington to keep one (1) tax classification. UNANIMOUS VOTE
Correspondence
Selectman Sloniecki reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Selectman Conron inquired about the Shellfish openings.
TA Guerino said according to the State all are open but Barlow’s Landing is currently closed. He will follow up with Acting DNR Director Mullen.
Chm. Zuern thanked Fire Chief Klueber for his thirty-six (36) years of service and asked a letter be sent to Chief Klueber thanking him for his years of service to the Town.
Selectman Conron also noted her appreciation of Chief Klueber’s service.
Mr. Tobin’s letter regarding the 1% of the 5% meals tax go back to the local community.
Chm. Zuern noted the Sandwich Glass Museum is sponsoring a fundraiser. A child related to Representative Jeff Perry died of SIDS.
Permits and Licenses – Krua Thai Restaurant
TA Guerino recommends a change in manager as all fees have been paid and CORI check is complete.

approve the change of manager at the Krua Thai Restaurant. UNAMIMOUS

Bournedale Road - Speeding Zone
Chief Ford recommended posting signage stating a) 25 mph speed limit from end to end; b) no passing; and c) no trucks – 5 tons and over. Also no centerline will be added.
Ms. McLaughlin suggested radar trailers to stop speeding.

A. Cultural Council (2009)
Mary E. Brown is a resident of the town for three (3) yeas
and brings marketing background.

B. Canalside Task Force (2007)
Filling one (1) vacancy, Sherry Tucker-Brown is a long time resident of Bourne (since 1987) and is currently a member of the Bourne Development Corporation.

Recycling Center Policy Vote
TA Guerino said this is an annual approval and no recommended changes.
Chm. Zuern said to try to encourage people to recycle is by keeping the sticker fees low.

Second Reading on
Policy Adoption Policy – Board of Selectmen Action
Selectman Harrington read the policy to be submitted as part of the records in the minutes. He also stated that he wanted to bring his experience of policies to the Board of Selectmen.

Selectman Harrington spoke of his letter of apology and withdrew such letter, as information could be construed as policy.
Selectman Harrington read the guidelines to be submitted as part of the records in the minutes.

Conron requested the board discuss including the guidelines in the procedures
Selectman Mealy suggested putting on the agenda to discuss after the Holidays.
Discussion related to
formation of Policy Committee
Chm. Zuern was concerned about making sure the two (2) Board of Selectmen members would not be changing policies without getting direction from the entire Board of Selectmen and would be holding open posted meetings since there would be two board members present.
TA Guerino added that there are a number of resources available for the Policy Committee’s discretion.

Mr. Miller would like a definitive statement for the policies.

to approve the creation of the Policy Committee composed of two (2) members of
the Board of Selectmen to organize past policies. UNANIMOUS VOTE
Volunteers for the Policy Committee are Selectman Harrington and Selectman Conron.
TA Guerino recommends the appointment of Rick Bianco as the DPW Maintenance Mechanic. CORI check is complete and would like to request the waiver of the fifteen (15) day requirement.

TA Guerino recommends the temporary appointment of David “Skip” Kingsbury as Acting Fire Chief with the retirement of Fire Chief Klueber.
TA Guerino mentioned the two (2) panelists Mr. Covell and Ms. Kathy Clark and Atty. Bob Parady as the Moderator for the Forum to be held on November 20, 2006 at 7 pm at the Bourne Middle School Library. This will not be live, but taped for later viewing.
TA Guerino wished to recognize town employees George Tribou and the custodian David Raymond for their time this past weekend to install the new boiler at the Town Hall, saving time and money. Work will be completed by Friday, November 17, 2006.
Chm. Zuern also stated that there are many other good deed employees who work for the Town of Bourne.
TA Guerino will come forward with a proposed fee structure once recommendation comes from the Commission.
TA Guerino said a recommendation from Chief Ford of Paul
Gould as part time dispatcher. TA
Guerino recommended appointment of Paul Gould with no request for a 15-day
waiver.
TA Guerino spoke of the allegations of expenditures of the Fire Department. The Fire Chief and Police detectives conducted a complete investigation and found no wrong doing.
Other Selectmen business
A. Adoption of Procedures
Selectman Conron talked about getting the Executive Session into the procedures. If no objections, she will add in and e-mail the board.
TA Guerino is conferring with Town Counsel regarding e-mail correspondence.
B. Wastewater Collaborative – Letter of support
TA Guerino asked if the Collaborative gives assistance to towns if they construct a facility and was told yes.
Selectman Mealy MOVED and SECONDED by Selectman Sloniecki to support the Cape Cod Water Protection Collaborative’s request of the grant letter to the EPA. UNANIMOUS VOTE
Chm. Zuern mentioned the Bourne Committee Hearing meeting e-mail invitation to the Board of Selectmen. Goals to discuss:
Selectman Conron – Financial and personnel
Selectman Sloniecki – Waste Water Treatment Control and Human Services
Selectman Mealy – Coastal and Economic Development
Selectman Harrington – Conservation
Chm. Zuern – Landfill
Selectman Conron suggested the “close out” meeting of December 4, 2006 be moved to the Board of Selectmen meeting’s agenda for November 28, 2006.

Selectmen’s Reports
Selectman Harrington said he has opened office hours on Wednesdays from 12:00 pm – 2:00 pm and keeps a log book.
Selectman Mealy wanted to thank the Chairman of the Finance Committee and Financial Director Linda Marzelli for the budget presentation at the Finance Committee meeting of November 13, 2006.
Selectman Conron attended the Cape Cod Selectmen and Counselor’s meeting in Orleans to discuss renewable fuels. She mentioned of Congressman Delahunt interest and suggested maybe the Board of Selectmen, DPW and ISWM be a part of this, if interested. Selectman Conron said she would be attending.
Selectman Conron mentioned the ISWM Focus Group put on next meeting’s agenda.
Chm. Zuern noted the Buzzards Bay Village Association holding a charity event on December 2, 2006 to benefit the Green Belt Pathway.
Chm. Zuern said the Landfill is having a tour of their facilities on Saturday,
November 18, 2006 between 9 am-12 pm.
TA Guerino asked the Board of Selectmen to attend the tour.
Chm. Zuern said the SMB meeting of November 15, 2006 to discuss the plumes projects at Otis.
Chm. Zuern received an e-mail by Gary Moran regarding the new DEP office in Hyannis. There will be a reception on November 29, 2006.
Chm. Zuern said the Board of Selectmen Workshop will be televised on November 17, 2006 at 7 pm.
Future Topics
TA Guerino said an RFP is out for an impact analysis of development projects in Bourne. Results are needed of this analysis prior to negotiations with the developer of Canalside. The non-binding resolution of the Annual Town Meeting also needs to be addressed.
