Call the Meeting to Order

Meeting was called to order at 7:00 P.M.

 

Moment of Silence/Salute the Flag

 

Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve the minutes of March 27, 2007 as submitted.  VOTE 4-0-1 with one abstention from Selectman Harrington.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Conron to approve the minutes of March 20, 2007 as submitted.  UNANIMOUS VOTE.

 

Public Comment

Don Ward raised concerns of erosion at his property.  TA Guerino noted attempts have been made, and he will meet with DPW and Engineering to discuss further.

 

Peter Fisher raised concerns of the landfill taking extra tonnage from SEMASS.  This discussion will be tabled until the Board of Health is ready to approach the board with their recommendation.

 

Correspondence

Selectman Sloniecki reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office for review.

 
Comments on Correspondence

V. Chm. Mealy requested a letter signed by the board sent to Kate Jones for her service on the Finance Committee.

Chm. Zuern’s request of more documentation from the Inspections Department relative to the new zoning bylaw will be handled by TA Guerino.

 

Liquor Hearing

  1. Lobster Trap Fish Market and Restaurant – request to amend the current liquor license to a seasonal license to include the outside seating area.  Chm. Zuern asked if anyone was to speak either in favor or against this hearing.  No comments were made.

 

Selectman Conron MOVED and SECONDED by Selectman Mealy to support the amendment of liquor license.  VOTE 5-0.

 

Board of Health Discussion

In summary, after the emergency meeting between the Board of Health (BOH) and the Board, the BOH will allow the landfill to increase tonnage by 500 tons per day over the existing permit under the following conditions:

 

a.       BOH will hold a Public Hearing on April 28, 2007

b.      BOH will review the tonnage expansion at the landfill on May 23, 2007

c.       Tonnage will come from only the Cape Cod communities

d.      SEMASS trucks will only travel south to the Otis rotary and head north to the landfill

 

Mr. Barlow noted reviews will take place in 21 days and 45 days regarding any issues.

 

Discussion held.  TA Guerino noted the town would charge $2.84/ton to put towards the Host Community Fee.

 

V. Chm. Mealy suggested the town gradually increase the tonnage and not start at the maximum agreed amount.

 

Licenses/Permits

  1. Equivise, LLC – Road name approval.  The 5 names for the road names are:  1) Seafoam Drive; 2) Neptune Drive; 3) Sails Way; 4) Pebble Beach; and 5) Mermaid Way

 

Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the above street names.  VOTE 5-0.

 

  1. Cataumet Crews Group – Common Victualer. 

 

Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to support the common Victualer license.  VOTE 5-0.

 

  1. Three Mile Look – allowing to block the area in front of Town Hall for dedication.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Harrington.  VOTE 5-0.

 

Human Services Committee

The board discussed last week changing the composition of the Human Services Committee.  Members would include one from each (Police Department, Council on Aging, Bourne Housing Authority, Bourne Youth Representative), including 4 members at large.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the composition of the Human Services Committee as noted.  VOTE 5-0.

 

Budget Discussion

Discussion needed on funding the budget.  Some items are necessary for the Finance Committee to make their comments. 

  1. Stabilization Fund – TA Guerino will recommend to both BOS and FinCom next week.
  2. Uncompensated absences – TA Guerino will obtain FY06 numbers for discussion.
  3. ISWM – borrowing vs. cash.  TA Guerino will recommend borrowing the $1,050,000 amount.  V. Chm. Mealy requested a business plan impact.
  4. Assumptions with Three Year Plan
  5. Sewer – TA Guerino will discuss with the FinCom.
  6. Verizon Article – TA Guerino is currently waiting for MMA.

 

Town Administrator's Report

TA Guerino discussed the Personnel Handbook and asked the board to review for comments.

 

TA Guerino noted response of other communities with regard to the Upper Cape Tech (UCT).  A meeting is planned for April 11, 2007.

 

The Reverse 911 is running and will not be calling private numbers.  There may be another trial run for the Town Meeting.  TA Guerino will invite Cindy Coffin for a summary.

 

TA Guerino acknowledged and thanked Dr. John Harrington for his service on the board.

 

Other Selectmen Business

  1. Statement of Support for National Guard & Reserve – deferred to next meeting.
  2. School Building Committee Representation

 

Selectman Conron MOVED and SECONDED by Selectman Mealy for John Harrington as the Board of Selectmen’s designee on the School Building Committee.  VOTE 4-0-1 with one abstention from Selectman Harrington.

 

  1. Cape Cod Residential Transportation Authority (CCRTA) – Bob Parady’s resignation. 

 

Selectman Mealy MOVED and SECONDED by Selectman Sloniecki to nominate Selectman Judy Conron to attend the CCRTA meeting of April 18, 2007 as the Board of Selectmen’s designee.  VOTE 5-0.

 

Chm. Zuern noted an e-mail from Sherry Tucker Brown stating her resignation from the Canalside Commons Task Force.

 

Selectmen Reports

The Board recognized Selectman John Harrington’s service on the board and thanked him for the opportunity.

 

Chm. Zuern noted the SMB meeting will be televised on Channel 13 regarding plumes on the base and wind farms.

 

Chm. Zuern noted her opportunity to be interviewed by a French student conducting a dissertation on MMR.

 

Chm. Zuern noted Bridgewater State College’s student Alison Drake and how young people can be involved with local politics. 

 

Chm. Zuern noted attending the BMS Science Fair.

 

Finally, Chm. Zuern encouraged everyone to exercise their right to vote on Election Day, April 4, 2007.
