Selectman Sloniecki MOVED and SECONDED by Selectman Ford to approve minutes of the April 11, 2007 Upper Cape Tech Informational Session as amended. VOTE 3-0.
Executive Session minutes of April 3, 2007 will be deferred to next week.
Public Comment
Sharon Barsano, a Registered Nurse working at the Tobey Hospital, raised concerns regarding inequities of the nurses pay, requesting community support. Ms. Barsano may be reached Tobey Hospital - ICU at (508) 273-4040 or at the Massachusetts Nursing Association (MNA) at (781) 821-4625.
Charley Miller raised concerns of communication issues between town committees.
Correspondence
Selectman Sloniecki reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Comments on Correspondence
Chm. Zuern noted the Homeowners Insurance Public Information Forum to be held on May 5, 2007 at 2:00 pm at the Cape Cod Community College campus. All citizens are welcome and for more information, please call (508) 247-9401.

Tech School Discussion
TA Guerino noted the meeting of the Upper Cape Tech’s School District Towns of last week of April 11, 2007. TA Guerino stated the UCT’s budget is up 153% since FY2004 compared to Bourne’s other public school’s budget up 15.8% (including benefits).
The outcome of the meeting was to meet with the UCT School Committee on April 26, 2007 for budgetary discussion. The UCT Review Committee will meet on Thursday, October 25, 2007 for the new budget cycle.
TA Guerino noted all UCT School District Towns will notify each other by letter of each town’s position with regard to the UCT FY2007-FY2008 Budget before Annual Town Meeting.
Discussion held. Selectman Ford suggested the board attending the April 26, 2007 meeting. Chm. Zuern suggested voting on the UCT Budget after the April 26, 2007 meeting.
Town Administrator Report
(a) Landfill Report – TA Guerino read aloud e-mail from Brent Goins (ISWM) dated April 12, 2007 (a copy of which is attached hereto).
Comments on Landfill
John Johnson stated while appreciating the memo from Brent Goins, he still had concerns of the extra tonnage accepted at the landfill.
Jim Mulvey discussed concerns with the procedures for the extra tonnage accepted at the landfill. He also reviewed the Town of Bourne Charter Commission Final Report of 2001 with regard to same.
TA Guerino stated the intent of the meeting was to make a good profit, while not creating financial hardship to the Cape Communities.
Other Selectmen's Business
Selectman Ford MOVED and SECONDED by Selectman Sloniecki to amend the Public Comment in the Sign-in Sheet. Discussion held.
John Johnson requested to table discussion until there is a full board.
TA Guerino noted following newly adopted procedures and being consistent. Selectman Ford withdrew his previous motion and Selectman Sloniecki withdrew his previous motion
Selectmen Reports
Selectman Sloniecki commented on meetings he attended the
previous week.
Selectman Ford noted on April 12, 2007 Norton conference he
attended with Nancy Sundman on ABCC Liquor License meeting. Items noted Sting Operation and Alcohol Mail
Orders.
Selectman Ford also noted the Senior Appreciation Day. Lastly, he noted his official retirement
last Saturday night.
Chm. Zuern noted the performance of Grease.
Chm. Zuern noted attending the Shellfish Working Group.
Chm. Zuern is in the processing of reviewing the ZBA
decisions and has found no discrepancies, and in most cases are unanimous
votes.
Chm. Zuern noted viewing Mr. Ward’s property with regard to
the water. TA Guerino added the water
is a contributing factor.
