Meeting was called to order at 7:00 P.M.

Approval of Minutes
Selectman Ford MOVED and SECONDED by Selectman Sloniecki to approve minutes of April 17, 2007 as amended. VOTE 3-0-2 with abstentions from Selectmen Conron and Mealy).
Selectman Conron MOVED and SECONDED by Selectman Mealy to approve minutes of April 24, 2007 as amended. VOTE 4-0-1 with abstention from Selectman Sloniecki.
Selectman Sloniecki requested sealed Executive Session minutes of April 3, 2007 be filed.
Public Comment
Jack McDonald of the Historic Commission raised concerns of the demolition of a historical house built in the late 1700s. Discussion held.
Selectman Mealy requested TA Guerino to address. Chm. Zuern raised concerns of this not happening again.
Jane Dalton, also from the Historic Commission raised questions regarding the permit process and requested a requirement to state the age of a building.

Statement of Support – David St. Germaine
Request the Board to support and sign a Statement of Support for the National Guard and Reserve.
Selectman Mealy MOVED and SECONDED by Selectman Conron for the Board of Selectmen to adopt the above named policy on behalf of the Town of Bourne.
VOTE 5-0.
Rooms and Meals Tax – Maria Oliva
E-mail dated March 22, 2007 (a copy of which is attached hereto) from Maria Oliva, President and CEO of the Cape Cod Canal Region Chamber of Commerce, stating the Board of Directors does not support the Rooms and Meals Tax. They believe this regressive approach will be detrimental for businesses, and result in less revenue to towns.
Selectman Ford MOVED and SECONDED by Selectman Sloniecki to not support the local option for Room and Meals Tax. VOTE 5-0
Public Comment Non-Agenda Items Sign-In

Chm. Zuern read aloud the revised Non-Agenda Items Sign-In Sheet (a copy of which is attached hereto).
Selectman Mealy MOVED and SECONDED by Selectman Ford to support the revised Non-Agenda Items Sign-In Sheet. VOTE 5-0.
Rules of Procedure
Selectman Sloniecki MOVED and SECONDED by Selectman Ford to approve the Rules of Procedure. VOTE 5-0.
Town Administrator’s Report
TA Guerino noted that due to other commitments, he couldn’t fulfill the Barnstable County Association Human Rights Commission. He requests the Board allow him to advertise the position in the newspaper. Chm. Zuern noted any interested parties send a letter of intent to the Board’s office.
TA Guerino noted receiving funding contract on April 27, 2007 from the Commonwealth of Mass. relative to the new proposed school access road. He further stated he is working closely with Town Counsel and the Bourne Public School Superintendent to move forward.
Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to waive the 15-day period of Katherine Milligan. VOTE 5-0.
Selectman Conron requested Brent Goins (ISWM) come in front of the Board for further discussion.
Other Selectman Business
Selectman Conron will write up a document regarding the process in which the Board can review.
Discussion held. TA Guerino added the interview process would occur after the proposed “forum”.
Round table discussion held.
Selectman Sloniecki MOVED and SECONDED by Selectman Ford to support the UCT budget. More discussion held. VOTE 1-4 with opposing votes from Chm. Zuern, V. Chm. Mealy, Selectman Conron and Selectman Sloniecki.
Selectmen’s Report
Selectman Conron requested the TA Evaluation discussion after Town Meeting and full Board attendance.
Selectman Sloniecki noted the Finance Committee meeting of April 30, 2007 and the UCT budget discussion. He also noted he will be attending the Open Meeting/Conflict of Interest Seminar at Chatham Town Hall with Selectman Conron.
Selectman Sloniecki noted the Baseball Parade this past Saturday, April 28, 2007 and the Coast Guard fly over.
Selectman Ford noted attending the Bourne Committee meeting on April 25, 2007, and also the Town Warrant meeting. Also was the Zoning Board of Appeals 40B Canalside Commons meeting, where the ZBA requesting the Board’s direction. He further added the May 9, 2007 walkthrough of the Canalside Commons project.
Selectman Ford noting attending the April 26, 2007 UCT meeting. He also attended the Bourne Middle School tree appreciation and recycling of paper goods.
Selectman Ford noted attending the Volunteer Appreciation luncheon on April 27, 2007. He noted the Baseball Parade held on April 28, 2007.
Lastly, Selectman Ford inquired about Wayne Covell’s letter asking legislatures to increase the Host Community.
Chm. Zuern noted attending the CCRTA meeting.
Chm. Zuern noted handouts from the Nye Grant meeting and stated a grant of $155,000 was given to the Bourne High School.
Chm. Zuern noted the Council on Aging (COA) Program where there are currently 448 volunteers, saving the town $298,212.
Chm. Zuern noted the Baseball Parade this past Saturday. She also noted the March of Dimes Walk and stated Jeff Luce is still accepting donations; Terry Moore can also be contacted in Hyannis at (508) 790-1093.
Chm. Zuern noted there will be a Joint School Committee meeting on May 2, 2007.
Chm. Zuern noted a May 3, 2007 meeting regarding the Future of Food with Mr. Albani guest speaking.
Chm. Zuern noted the BFDC public meeting of May 9, 2007 at MMA.
Lastly, Chm. Zuern noted the Home Owner’s Insurance meeting on May 5, 2007 at the Cape Cod Community College (CCCC). Selectman Ford added speaking with Therese Murray on the Homeowner’s Insurance and this is something she is looking into.
