Meeting was called to order at 6:00 P.M.
Selectman Sloniecki MOVED and SECONDED by
Selectman Ford to move to Executive Session for the purpose of contract renewal
negotiations and to reconvene in open session after the Executive Session. Roll call: Selectman Conron – yes, Selectman
Sloniecki – yes; V. Chm. Mealy – yes; Chm. Zuern – yes; and Selectman Ford – yes. UNANIMOUS VOTE

Approval of Minutes
Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve minutes of May 1, 2007 as submitted. VOTE 5-0.
Selectman Mealy MOVED and SECONDED by Selectman Conron to approve Executive Session minutes of April 24, 2007 as submitted. VOTE 4-0-1 with abstention from Selectman Sloniecki.
Public Comment
Sally Riggs (BFDC) – reminded the public of the May 9, 2007 Public Briefing on Wastewater Planning at the Mass. Maritime Academy.
Correspondence
Selectman Sloniecki reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Comments on Correspondence
Selectman Mealy inquired of the
document regarding cable franchising.
TA Guerino stated he will attend meeting, on behalf of the board.
Chm. Zuern noted the letter from Harding Realty Corp. by John Harding dated May 7, 2007 regarding the Canal Crossing Condominiums – demolition article.
Discussion held. TA Guerino is waiting on Town Counsel.
Jim Mulvey – requested the Board obtain the signed legal document for further discussion.
Selectman Conron noted the Brendan Mullaney e-mail dated May 4, 2007 regarding the proposed school’s access road. TA Guerino noted the current Articles on Town Meeting Warrant will not be affected.
Cape Cod Commission
Carol Tinkham gave brief review of the volunteer 19-member group also consisting of 5 sub-committee members with 2 alternates. Projects in the past year have included Canalside Commons, Riverview School expansion in Sandwich, Falmouth DPW tower, and the Bourne landfill modification, to name a few.
Future projects include Cape Wind Project to see if the Cape Cod Commission has jurisdiction.
Upper Cape Tech School Discussion
Discussion held.
Selectman Conron MOVED and SECONDED by Selectman Mealy to amend the main article to reflect the UCT appropriation of $1,250,400 at foundation level. VOTE 5-0.
TA Guerino will discuss with the Town Moderator for a simple way for the UCT budget be taken up separately.
TA Guerino will discuss with Town Counsel augmenting Town Meeting vote. He will also discuss an expedient way on where to put reserve money (i.e. Stabilization Fund) and the amount.
Canalside Commons Discussion
Selectmen are not prepared to give the town’s direction discussion with the ZBA at this time for Canalside Commons property.
TA Guerino recommended discussion with the Town Planner.
The Board also discussed a Working Group prior to the Town Planner discussion. Once meetings have taken place, the Selectmen can discuss with the ZBA.
Selectman Conron noted she would like to see fewer houses on the sight.
Charlie Miller – suggested a possible municipal golf course.

Town Administrator’s Report
TA Guerino noted Town Meeting next Monday night at the Bourne High School.
TA Guerino also noted the letter of resignation from Assistant Assessor Madlon Jenkins Rudziak, and recognized her work for the town.
Other Selectmen Business
Selectman Conron noted workshop she attended. There are Federal and State levels of funding. The Federal Government is giving out fewer grants, while the State is offering revolving loan funds.
Charlie Miller – brought up the septic fees to offset a plant cost.
Selectman Conron put together a proposal, which was read out loud.
Selectman Ford noted jurisdiction is under the Town Administrator.
Discussion held on public participation (advisory committee vs. public forum). TA Guerino will take under consideration and discuss with Town Counsel.
Selectmen’s Report
Selectman Ford noted attending the School Committee at the high school.
Selectman Sloniecki noted attending the Open Meeting/Conflict of Interest seminar with Selectman Conron and stated it was important not to give opinion via e-mail.
Selectman Sloniecki also noted the Stamp out Hunger Walk on Saturday, May 12, 2007.
V. Chm. Mealy noted the Public Briefing at the Mass. Maritime Academy on May 9, 2007 at 7pm.
Selectman Conron noted the Home Owner’s Insurance Reform this past weekend. Insurance companies use models of climate on which rates are based. Since these models are kept secret, the State is looking into a Mass. University to work on climate models for public knowledge. She encouraged the public to contact local legislature and the Insurance Commissioner. She also noted Bill Locke as the town’s liaison to this group.
Chm. Zuern noted that discussion of the catastrophe insurance (a total of $80M) be kept at State level to grow, instead of automatically send out.
Chm. Zuern noted Town Meeting on Monday, May 14, 2007 and May 15, 2007.
Chm. Zuern noted viewing a film on Genetic Food at the Bourne Public Library. She stated genetically engineered food consists mostly of cotton, soy and canola seeds which pesticide and antibiotic are spliced. She encourages the public to view.
