Call the Meeting to Order

Meeting was called to order at 7:00 P.M.

 

Moment of Silence/Salute the Flag

Chm. Zuern and the Board awarded a Dedicated Services to the Community in Town Government Award, and presented to James Mulvey.

 

Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve minutes of May 8, 2007 as amended.  VOTE  5-0.

 

Public Comment

None at this time.

 

Correspondence

Selectman Sloniecki reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office for review.

 

Comments on Correspondence

Selectman Sloniecki requested clarification of the Amendment to the Administrative Consent Order.

 

Selectman Mealy noted Coast Guard and History on town request.  TA Guerino noted this will be put on next week’s agenda.  Selectman Mealy also inquired about the Verizon letter.  TA Guerino will discuss in his report later tonight.

 

 

 

Selectman Mealy read out loud the Judy Cox memorandum regarding reducing staff of the lifeguards in town, due to budget constraints.

 

Board Reorganization

Chairman - Selectman Ford MOVED and SECONDED by Selectman Zuern to nominate Jamie Sloniecki as Chairman. 

 

Chairman - Selectman Sloniecki MOVED and SECONDED by Selectman Conron to nominate Steve Mealy as Chairman SO VOTED.

 

Selectman Mealy MOVED and SECONDED by Selectman Sloniecki the nominations be closed.  VOTE 5-0.

 

Chm. Zuern noted Selectman Mealy as the newly elected Chairman of the Board of Selectmen. 

 

Vice-Chairman - Selectman Conron MOVED and SECONDED by Selectman Mealy to nominate Jamie Sloniecki as Vice Chairman.  VOTE 5-0.

 

Clerk - Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to nominate Judy Conron as Clerk.  VOTE 5-0.

 

Chm. Zuern turned over the meeting to the newly elected Chm. Mealy at this time.  Chm. Mealy noted this taken on as an honor and thanked everyone for their support.

 

Request money from Comcast to purchase equipment (discussion)

TA Guerino noted a franchise fee of 50 cents per subscriber annually, the total amount equals a little more than $3,000.  Generally the board has traditionally used monies to buy equipment for recording the Selectmen’s meetings.  He opened the discussion up to the board for priorities on equipment.

 

Selectman Sloniecki noted a DVD burner (for copying Selectmen meetings which are currently on VHS) and an additional microphone for the public.

 

Selectman Conron noted individual microphones with on/off buttons (or one portable without a wire), as well as a better seating arrangement (curved table).

 

Selectman Ford noted improving sound and camera angles, and getting input from Dick Anderson, who uses the equipment.

 

Selectman Zuern suggested a “U” seating.


Town Administrator’s Report

TA Guerino noted follow up on Public Input and Forum relative to the Police and Fire Chiefs.  He spoke with HRD Human Resources Division (Civil Service) and they suggested the Selectman and Town Administrator conduct any interviews or assessment centers beforehand. 

 

TA Guerino suggested putting together a panel or a moderator Open Session to facilitate an informal discussion.

 

Discussion held.

 

TA Guerino noted the June 5, 2007 Cable Franchise Hearing at the State House which the Board asked him to attend.  He believes three things need to be addressed for this Bill to go forward:

 

               1)               Full public access at no additional charge;

               2)               Negotiate a better franchise fee; and

               3)               Time issue relative to serving a contractor or arrangement within

                              a reasonable amount of time

 

Discussion held.  

 

Selectman Conron requested a list of Cable Advisory Committee members for addressing issues, which TA Guerino will obtain.

 

TA Guerino will draft letter and bring forth at next week’s meeting.

 

Other Selectmen Business

  1. Right of First Refusal - Affordable Housing Resale

Selectman Conron raised issue of the new Housing Assistant position.  TA Guerino will discuss with Sue Ross.

 

Selectman Ford MOVED and SECONDED by Selectman Sloniecki the town chooses not to exercise their Right of First Refusal.  VOTE 5-0.

 

  1. Appointments to Committees vacated by Dr. Harrington

a.      Capital Outlay Committee – excluded by new Bylaw at Town Meeting

 

b.      Capital Expenditure Working Group – take over roles of Capital Outlay Committee.  Dr. Harrington expressed interest in remaining on Capital Outlay Committee.  Selectman Zuern suggested Dr. Harrington submit letter of interest to continue serving on the Capital Outlay Committee before the Board makes an appointment.

 

c.      Cable Advisory Committee – Selectman Zuern suggested reviewing requirements of the Cable Advisory Contract. 

 

Chm. Mealy noted meeting with the Town of Wareham Selectmen to discuss sewage and other issues.   TA Guerino suggested setting up framework for negotiations at this time, and meeting will be determined at a later date.

 

TA Guerino requested members’ schedules for setting up a summer schedule, and suggested meeting every other week. 

 

Selectmen’s Report

Selectman Zuern noted the Three Mile Lookout.  They are looking for volunteers for landscaping, weeding and construction.  The Block Party dedication will be on June 21, 2007 8:30 pm.

 

Selectman Zuern also noted the SNB will be meeting tomorrow, Wed. May 23, 2007 at 6:30 pm. 

 

Selectman Zuern noted attending the site tour for the Canalside Commons property. 

 

Selectman Zuern noted the Spotlight on Bourne is Wed. May 23, 2007 at 7:30 pm also on Friday at 1:30 pm.  Task Force on Local Pollution will be on the show.

 

Selectman Zuern noted Town Meeting supported the Town Resolution on Genetic Engineered Food.  Bourne is the 27th town in Massachusetts to pass a Resolution.

 

Lastly, commented on the Skate Park inappropriate behavior and suggested a camera be installed to deter this behavior.  TA Guerino noted the Building Committee approved the purchase of surveillance equipment, and will ask if they can add the outside camera.

 

Selectman Conron requested a small discussion of evaluation of Town Meeting on next week’s agenda.  TA Guerino added the Reverse 911 made 10,000 calls. 

 

Selectman Conron thanked the public for attending Town Meeting and noted the importance of attendance.

 

Selectman Sloniecki noted accomplishing future agenda items before adding to the list. 

 

Selectman Ford noted Reverse 911 and extending the warranty to the Town.

 

Chm. Mealy noted a Cape Cod Selectman and Counselor Association meeting on June 8, 2007 at 7:30 am in Hyannis.  Panel discussion with the Massachusetts Cape Delegation regarding local option taxes and the Governor’s proposing municipal partnership. 

 

Chm. Mealy thanked the public for their attendance at Town Meeting. 

 

Chm. Mealy suggested looking at the future agenda items decide what to address for next week’s meeting.  (Town Meeting discussion; Comcast equipment and discussion with Dick Anderson; Atty. Bob Troy update on litigation).

 

Cape Cod Commission Appointment

Richard Conron and Michael Blanton are the two candidates.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Ford to nominate Michael Blanton as Bourne’s Representative to the Cape Cod Commission.  VOTE 3-1.
