Order
Meeting was called to order at 6:00 P.M.
Motion for Executive Session
Selectman Conron MOVED and SECONDED by Selectman Sloniecki to move to Executive Session and reconvene into open session. Roll call: Selectman Mealy – yes, Selectman Sloniecki – yes; Selectman Conron – yes; Selectman Zuern – yes; and Selectman Ford – yes.

Approval of Minutes
Selectman Sloniecki MOVED and SECONDED by Selectman Ford to approve minutes of May 22, 2007 as submitted. VOTE 5-0.
Selectman Ford MOVED and SECONDED by Selectman Conron to approve Executive minutes of May 8, 2007as submitted. VOTE 5-0. A copy of which is sealed and kept at the Town Clerk’s office.
Public Comment
Charlie Miller –request for more things for Senior Citizens purchased from CPA funds. He also commented on the Memorial Day tribute for veterans and would like to see more done in the future.
Jim Mulvey – noted the Mass DEP Total Maximum Daily Load (TMD) Report Finding meeting of May 30, 2007 from 7pm – 9pm.
Charlie Miller
Selectman Zuern and the Board awarded a Dedicated Services to the Community in Town Government Award, and presented to Charlie Miller.
Correspondence
Selectman Conron reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Town Planner/Cubellis
Open Space usage discussion. The 93.1 acres of Open Space is in perpetuity. Options, as described by Town Planner Corinne Moore:
· 5.3 acres available for purchase in front of the 40B Canalside Commons project.
· Buy down portion of 300 - 40B units (to lower density). Traffic studies showed 1,634 vehicle trips for the 40B portion and a total of 6,084 vehicle trips per day for entire project. Discussion held on what option brings in the least amount of traffic.
Selectman Comments
Selectman Zuern noted looking into building a hotel or convention center.
TA Guerino noted a potential use for the parcels could be a Fire & Police shared facility. Discussion held. He also noted another possible choice is a parcel of land (3 ½ acres) near the Buzzards Bay rotary. He will contact Chief Baldwin to get a possible breakdown of the call structure to find where the most calls are coming from to see if the proposed area is possible.
Selectman Ford noted interest of a convention center to bring in more revenue and off set overrides.
Chm. Mealy will arrange an initial meeting with Mr. Cubellis to discuss numbers and discuss the possibility of a convention center. TA Guerino noted to speak with Town Counsel for an Execute Session to discuss same.
Public Comments
Charlie Miller – brought up possibility of a municipal golf course.
Town Meeting Outcome Discussion
TA Guerino suggested the Board consider a more active role in the articles at Town Meetings.
Discussion on how to appeal to the younger population:
· A requirement for high school students to attend Town Meeting
· A young boys/girls group for microphone runners
· Volunteers for babysitting
· School age productions at intermission
· A change in the lottery
Public Comment
Charlie Miller – suggested publishing the Warrant Articles in the newspapers prior to Town Meeting. He also commented on how motions changed after the Voter Handbook was printed.
Jim Mulvey – suggested a better seating arrangement for the Selectman at Town Meeting. He also commented on understanding the content of the Articles.
Kathleen Donovan – commented on the action taken by the Finance Committee and the Board of Selectmen. She also commented on the Fields Articles.
Paul Gately – suggested a budget presentation similar to the wind turbine presentation.
Economic Development Task Force Discussion
TA Guerino recommended the Board consider revoking the activity of the EDTF.
Discussion held.
Selectman Sloniecki MOVED and SECONDED by Selectman Conron to revoke the role of the Economic Development Task Force as stated in the Amended Executive Order dated October 1, 1993. VOTE 5-0.
Licenses/Permits
Selectman Ford MOVED and SECONDED by Selectman Sloniecki to approve the Common Victualer license to include the hours of 10 am – 11 pm, 7 days a week, with recommendations of Department Heads. VOTE 5-0.
Selectman Ford MOVED and SECONDED by Selectman Zuern to approve the Autumn Bike Escape permit for the dates of September 14 – September 16, 2007, with recommendations of Department Heads. VOTE 5-0.
Selectman Ford MOVED and SECONDED by Selectman Zuern to approve the St. Margaret’s Church permit for June 10, 2007 between 10:30 am – 11:30 am, with recommendations of Department Heads. VOTE 5-0.
Town Administrator’s Report
TA Guerino noted the cutting of trees for the access road for the new proposed school and that bids for the school will go out in September 2007. He projected actual construction to begin in November 2007.
TA Guerino will be conducting all Department Head reviews.
TA Guerino noted the Police Assessment Center bid has been advertised in the newspaper and is due in three weeks.
TA Guerino drafted and reviewed letter addressed to the Senate and Legislation relative to the franchising of cable TV. Discussion held.
Selectman Conron MOVED and SECONDED by Selectman Ford to endorse letter as submitted. VOTE 3-2 with two opposing votes from Selectman Zuern and Selectman Sloniecki.
Other Selectmen Business
Selectman Zuern noted a better way to show PowerPoint presentations, as currently they are difficult to see on TV.

Selectmen’s Report
Selectman Zuern attended the
Ladies’ night event at the Tide Club.
Selectman Zuern noted attending the Bourne
Middle School All Star Review.
Selectman Zuern noted the Woods Hole meeting
on Wednesday, May 30, 2007 and Employee Appreciation on Friday, June 1, 2007.
Selectman Zuern noted she is unable to attend
the Teachers’ Appreciation retirement party.
Selectman Zuern noted to drop used insulin
needles at your local fire station, as these items are considered hazardous
material.
Selectman Ford recommended Charlie Miller
speak with the Council on Aging for moving forward with projects for
suggestions using CPA funds for senior citizens.
Selectman Conron noted she will attend the
Teachers’ Appreciation retirement party and stated it will be held on Monday,
June 4, 2007 at the Trowbridge. She
also noted she will be attending the Bourne High School graduation ceremony.
Chm. Mealy noted working on the future agenda
list.
