Meeting was called to order at 7:05 P.M.

Silence/Salute the Flag
Approval of Minutes
Selectman Ford MOVED and SECONDED by Selectman Zuern to approve minutes of May 29, 2007 as amended. VOTE 4-0.
Selectman Conron MOVED and SECONDED by Selectman Zuern to approve Executive minutes of May 29, 2007 as submitted. VOTE 4-0. A copy of which is sealed and be kept at the Town Clerk’s Office.
Selectman Conron MOVED and SECONDED by Selectman Ford to release Executive Session Minutes of February 14, 2006, April 11, 2006, September 12, 2006 and November 14, 2006. VOTE 4-0.
Selectman Conron will update the Board at next week’s meeting on further Executive Session Minutes to be released.

Correspondence
Selectman Conron reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Comment on Correspondence
TA Guerino noted the CORI Policy will be brought back to Atty. Troy before discussing with the Board.
Hideaway Village – Waste disposal fee dissolution
TA Guerino noted it was brought to his attention that the Town of Bourne has been billed for the disposal of solid waste from Hideaway Village.
Discussion held.
Selectman Zuern MOVED and SECONDED by Selectman Conron to rescind the policy of the previous Board to pay fees of Hideaway Village for disposal of solid waste, authorized on August 1, 1997. VOTE 4-0.
Ad Hoc DNR Review Committee’s Final Report
TA Guerino noted the time and effort of the Ad Hoc DNR Review Committee. TA Guerino’s recommendation of the final report is as follows in memo dated June 1, 2007:
a) Formal titles remain with the DNR with functional responsibility assigned to the NRO’s with exemption of the Harbormaster, which remains with the Director.
b) No guns, no side arms other than Animal Control.
c) Marinas a separate division of DNR, but not a separate Department of the town.
d) 25 hrs. per week additional secretarial support remains at 25 hrs. until budget allows for an additional 10 hrs. per week.
e) Supervisory
a. Director moved to BEA Grade 26 Step 4
b. NRO’s remain in Unit A
c. Marina Manager remains in Unit B – upgraded due to increase in responsibility and reports to DNR Director on day-to-day basis and DNR Director and TA in Capital or policy/operational changes.
d. Director position description included in a phase that clarifies the Director if occasionally undertaking job functions of NRO/Marina Manager due to limited staff.
f) Other Operational Improvements
a. Animal Control – finalization of arrangement with Animal Inn.
b. Town Forests is less due to concentration of waterways. Good area for Ameri-Corps and similar programs to undertake projects. Grant funding suggested. In slow periods, DNR can aid in Town Forest.
In summary, TA Guerino’s recommendations included the Ad Hoc DNR Review Committee’s final report and the town’s affordability. TA Guerino believes this is the best way to move forward at this time.
Discussion
Paul Bushueff (Chairman) and Michele Ford (Vice Chair) the Ad Hoc DNR Review Committee concerns:
a) Director to lead the department and is the most knowledgeable.
b) Animal Control - proper equipment
c) Marina Manager Assistant for maintenance on marinas
d) Staffing – an optimal solution to benefit the town (not using an NRO for administrative work)
e) Infrastructure – create a fund to utilize maintaining marinas (maintain vs. rebuilt costs)
f) Animal Control – formal contract with Animal Inn
Selectman Comments
Selectman Ford suggested the Buzzards Bay Veterinary services worth exploring for Animal Control.
Selectman Conron suggested the possibility of a volunteer group for animal transfer.
Public Comments
Jim Mulvey – requested the Board endorse the proposal of TA Guerino, but also to give consideration of arming individuals.
Charlie Miller – noted maintenance costs to marinas.
TA Guerino noted the DNR Director position and a fourth NRO will be advertised in the newspaper after July 1, 2007.
Selectman Conron MOVED and SECONDED by Selectman Zuern the Board of Selectman support the Town Administrator’s recommendations of the DNR. VOTE 4-0.
Selectman Conron MOVED and SECONDED by Selectman Zuern to dissolve the Ad Hoc DNR Review Committee. VOTE 4-0.
Town Administrator’s
Report
TA Guerino noted upcoming meetings:
a) Road Construction meeting on Wednesday, June 6, 2007
b) Treasurers Association Meeting on June 11, 2007
c) Wastewater Meeting on June 13, 2007
TA Guerino reported on attending on the cable bill legislative meeting on behalf of the Board of Selectmen and stated delegation was met.
TA Guerino noted the Friends of the Cape Cod Community discussion within the end of the month.
Other Selectmen Business
Selectman Zuern noted putting a survey on the town website and reporting back to the Board with suggestions
Selectman Ford suggested using the newspapers.
Selectman Conron noted also contacting the University of Massachusetts.
Selectmen’s Report
Selectmen Zuern and Conron attended the
Regional Technical Development Corporation meeting.
Selectmen Zuern and Conron attended the DEP
meeting on Phinney’s Harbor.
Selectmen Zuern, Conron, Ford and Sloniecki attended the
Bourne High School graduation ceremony.
Selectman
Zuern attended the Employer Appreciation Day at the MMR.
Selectman Zuern noted the Spotlight on Bourne
and topic of discussion will be Local Pollution.
Selectman Conron attended the Teacher’s
Appreciation Day, noting teachers:
Kenneth Carson, Karen O’Hara, Marcia Jansson, Nancy Lindberg, Judith
Desroches, Rodney Weston, Julie Sacchetti, Susan Silva, Myrtle “Penny” Cartier
and Nancy Harkness.
