Call the Meeting to Order

Meeting was called to order at 7:00 P.M.

 

Moment of Silence/Salute the Flag

 

Approval of Minutes
Selectman Sloniecki MOVED and SECONDED by Selectman
Harrington to approve the February 6, 2007 minutes as amended.  UNANIMOUS VOTE.
 
Correspondence

Selectman Sloniecki reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office for review.

 
Comments on Correspondence
Selectman Sloniecki noted the report from Mass. School Building Association (MSBA) stating that they will extend funding commitment to the new school in Bourne.
 
License/Permits/Proclamation
a)      Buzzards Bay House of Pizza, Inc. - year round wine and malt license hearing. 
Notice of hearing was read by Chm. Zuern.
 
Dimitri Kalkanis noted the expansion of his business and is requesting a liquor license as an alternative for its patrons.  
 
David Stone owns the business next door and was concerned about parking.

There was no one who spoke in favor or in opposition of the license request.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to approve the year round wine and malt license hours of operation of Sunday - Thursday 11 am - 9 pm; and Friday and Saturday - 11 am - 10 pm subject to the Police Department comments.  UNANIMOUS VOTE.
 
b) Motorcycle Safety Awareness - the Massachusetts Motorcycle Association is requesting authorization to construct and to appoint a coordinator to post a 2' x
8' sign for a 5-week period (March 24, 2007 – April 30, 2007).  They will supply materials and labor for sign.
 
TA Guerino will check the by-laws for temporary signage of that size.  If the Proclamation is approved, TA Guerino will provide contact information to Kevin Griffin, Chairman of the Mass. Motorcycle Association.
 
Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve the Proclamation; and to approve signage pending by-law restrictions.  UNANIMOUS VOTE.
 
c) Cape Cod Region Chamber of Commerce – Scallop Festival - the request of license renewal and adding a year round wine and malt license.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Conron to approve the annual license for use of Buzzards Bay Park between September 12, 2007 - September 26, 2007.  UNANIMOUS VOTE.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the 3 day liquor license between the hours of 11:30 am - 9:00 pm.  UNANIMOUS VOTE.
 
d) Easement - Eric West
Eric West is requesting a temporary easement to install a septic system on Circuit Avenue, Pocasset.  Engineering Department reviewed plans submitted by Rescom.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the temporary easement as requested between March 15, 2007 - April 30, 2007. 
UNANIMOUS VOTE.
 
Committee Appointments
a) Recreation Committee Vacancy - 2 positions
Applicants present are:  Scott Hunt, Claudia King, Priscilla Koleshis and Michael Tierney.

Michael Tierney is nominated as the second vacancy of the Recreation Committee by the Board of Selectmen.
 
Chm. Zuern also noted that the terms for the vacancies are as follows:  S. Hunt's term will end on June 30, 2009 and M. Tierney's term will end on June 30, 2008.
 
b) LEPC - 2 appointments
Sandra Vickery, Director of the Council on Aging and Crystal LaPine, from the Barnstable Sheriff’s Department.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the appointments for S. Vickery and C. LaPine.  UNANIMOUS VOTE.
 
Discussion Related to Monday's Workshop 
a) Discussion held.  The board is short on deciding how to bring a long-term balanced budget.  Two areas discussed were salaries and healthcare changes.
 
Selectman Conron requested TA Guerino to look into legislation and by-laws with regard to contract negotiations for salaries and healthcare of employees.
 
Selectman Harrington captured dynamics of the workshop.  First:  1. Information;  2. First reading; and 3. Approval of policy.  He noted that the Board of Selectmen is currently at the information stage.   Second:  1. Direct the TA to work with the unions on
amount of co-pays employees have; and 2.  Direct the TA to attend negotiation sessions for the School Committee and the town employees.
 
Chm. Zuern noted that the Board of Selectmen has not seen the School budget and would beneficial when received.  V. Chm. Mealy suggested giving the School the Town's budget in return.
 
The consensus of the board was to continue the workshops as they have an impact on the outcome of the budget.  Selectman Conron stated she would like them to continue even after the budget process.
 
b) Budget - TA Guerino thanked Data Processing for putting together the model budget.  This budget shows the recommended 2 budget from TA Guerino and adds adopted column (supplemental).
 
The grand total figure of $644,918 taking the $183,000 from the ISWM offset equaling $461,918 on the operational side.  The breakdown as follows:
 
               $237,897 - School (3.38% increase from previous year)
               $ 18,287 - restoring existing position (Finance Dept.)
               $  5,300 - Data processing (licenses, CPU's)
               $ 11,000 - Consultancy (includes Selectmen & TA's budget)
               $ 15,000 - Economic Development
               $  7,000 - Summer Police patrol
               $ 69,000 - reinstates Fire Inspection position full-time
               $ 20,000 – Health insurance on one police officer
 
Chm. Zuern noted the $500,000 we would be receiving from the State.  60% goes to the schools and 40% is shared costs.  She inquired if there was a way to cut their budget since it will be replenished with the State money and help other areas of the town's budget.  Discussion held.
 
The school's operational budget is approximately 3.38% without healthcare costs.  It is similar to the town's operational budget.
 
TA Guerino requested the board vote on the proposed budget as soon as practically possible.  He asked the board if they are willing to utilize $461,000 toward the operations budget from the current no reserve budget.
 
TA Guerino asked the board if they would borrow capital budget (opposed to splitting it up), thus reducing what we are taking out of reserves as another budget option.  He further stated that this is only an option which can be discussed at a later time.
 
c)      Targeted Override Discussion - TA Guerino also stated that a FY09 override is inevitable.
 
Discussion held.  Selectman Conron handed out a 2005 Memo from TA Guerino discussing financial plans from FY2005-FY2008 and asked that it be attached to the minutes.  
 
Now that there is $461,000 in the budget figure, the board needs to know how to fund it.  Budget will be finalized next week and given to the Finance Committee.  TA Guerino noted that changes can still be made in this finalized budget, even though the Board has voted.
 
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the budget of utilizing $461,000 towards the operations budget from the current no reserve budget as recommended by TA Guerino.  UNANIMOUS VOTE.
 
Public Comment
J. Mulvey – commented on knowing what the School budget is.  He cautioned economic growth for Bourne and noted the town of Wareham’s commercial businesses.
 
P. Gately (Upper Cape Codder) – asked if there were any turn backs.  TA Guerino estimated between $300,000 - $350,000 for this year (substantial over last year).
 
Selectman Mealy suggested a Board of Selectmen presentation of the voted budget figures to the public.  This will demonstrate where the town is financially, how it got there and what has changed in the last 12 months.
 
Chm. Zuern suggested informing the public of Finance Director’s software presentation as well.
 
Town Administrator’s Report
TA Guerino noted a meeting between Finance Director, Lynch Construction and himself to discuss the access road to the proposed new school.  Lynch Construction is tentatively scheduled to begin construction for the access road in April 2007 and completed by August 2007.
 
Other Business
V. Chm. Mealy updated the board on his proposed Technology Counsel and stated he is researching and will report findings at a later date.  
 
J. Mulvey added that Kathleen Donovan and Mr. McLoud would like to see the Cable TV committee up and running again.
 
TA Guerino noted that due to the school vacation week, the Library trustees will speak with the board on February 27, 2007 or the week thereafter.
 
Selectmen’s Reports
V. Chm. Mealy discussed the Cape Cod Selectmen’s Counsel meeting he attended which discussed the Cape Cod Light Compact.  He also noted his unavailability of the next couple of weeks and asked the sailing school presentation be deferred until he will be available.  TA Guerino will notify Paul Bushueff.
 
Selectman Sloniecki noted the vandalism being done to the Community Center.  TA Guerino said the installation of security cameras was approved.
Selectman Sloniecki encouraged people to report any wrong-doing.
 
Selectman Harrington thanked the board for a good working atmosphere. 
 
Chm. Zuern noted the new sailing program and asked the board if they wanted Paul Bushueff to make his presentation to the board. The consensus was positive.  
 
Chm. Zuern mentioned the ISWM meeting she recently attended and the sessions are focusing on the future of the landfill.
 
Chm. Zuern noted the success of the Snowflake Ball and thanked the many helping hands to make it successful, as it raised money for the Green Belt Pathway project.
 
The Spotlight on Bourne discussion private schools in Bourne will be aired on Wed. February 14, 2007 and again on Fri. February 16, 2007.
