Call the Meeting to Order

Meeting was called to order at 7:00 P.M.

Approval of Minutes

Selectman Conron MOVED and SECODED by Selectman Sloniecki to approve the February 20, 2007 minutes as amended.  UNANIMOUS VOTE.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Conron to approve the February 27, 2007 minutes as amended.  VOTE 4-0 with 1 abstention from V. Chm. Mealy.

 
Public Comment

None at this time.

 
Correspondence

Selectman Sloniecki reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office for review.

 
Comments on Correspondence

TA Guerino noted the many years of service to the town from R. White and J. Wenzel and wanted to recognize them.

 

Chm. Zuern requested a letter of recognition be sent to them from TA Guerino.

 


Bus and cherry sheet Assessment – Sandra Vickery

Cape Cod Regional Transit Authority would provide the town of Bourne a 20 passenger accessible B-bus based in the town of Bourne, available to residents of all ages.

 

Town share is 25% for first year and increases 2 ˝ % each year after, barring any substantial changes in ridership.

 

Discussion was held as to how this much needed service can be acquired.  Carol Howes Strojny, Director of Social Services, suggested the possibility of a community fundraiser.

 

Licenses and Permits

  1. Concerts in the Park – 70 Main Street every other Thursday from July 5, 2007 – August 30, 2007 from 5-9:30 pm.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to approve request as submitted.  UNANIMOUS VOTE.

 

  1. Transportation Committee appointments – Carol Tinkham (as the At Large representative), Rickie Tellier (as DPW representative) and Police Chief Baldwin (as Public Safety representative).

 

Selectman Conron MOVED and SECONDED by Selectman Sloniecki to accept appointments of Carol Tinkham, Rickie Tellier and Chief Baldwin to the Transportation Committee as submitted.  UNANIMOUS VOTE.

 

DNR Report – a copy of which is attached hereto.

Paul Bushueff, Chairman of the DNR Ad Hoc Review Committee, Michele Ford and other members of the committee were in attendance.

 

P. Bushueff reviewed the PowerPoint presentation and gave recommendations.  In summary, the DNR Ad Hoc Review Committee recommends an additional ˝ a position for administrative; 1 maintenance manager/assistant marina manager; and utilizing 4 NRO’s in addition to the DNR Director (not an NRO, but carrying assistant titles of Harbormaster, Shellfish Agent, etc. within the department).  Discussion held.

 

The consensus of the public was a warm receiving one.  P. Gately, Upper Cape Codder asked what the Board will do with the report.  Chm. Zuern responded by having a Public Hearing in April 2007.

 

Selectman Conron MOVED and SECONDED by Selectman Mealy to accept the report submitted by the DNR Ad Hoc Review Committee.  UNANIMOUS VOTE.

 

Members of the Board thanked the DNR Ad Hoc Review Committee for their efforts on compiling this report.

 

Youth Sailing Program

Bourne Community Boating, Inc. – Ken Legg, Paul Bushueff and David Foynes were in attendance.  Website: www.BourneCommunityBoating.org.

 

A brief overview was given to the Board of the Bourne Community Boating (“BCB”) program, designed to be a community-based program for all; focusing on many aspects of boating and marine education.  Their goal is to reach out to the youth of the Bourne community, regardless of abilities or means to enhance the leaning and development process through waterway and boating experiences.

 

For the first year, the BCB is holding lessons in boating for Bourne 5th and 6th graders, waiving the tuition for the first year, requesting a $50 per student ($100 cap per family) membership fee.  The site of the institution located adjacent to the Mashnee Island Grill.

 

Discussion held. 

The public consensus is receptive to the program.

 

Policies

  1. Multi-year (second reading) – add wording “and provide for the implementation of” after the existing wording “Town Administrator will put in writing …” .

 

Selectman Conron MOVED and SECONDED by Selectman Mealy to approve the Multi-Year Financial Forecasting policy as amended tonight, as submitted.   UNANIMOUS VOTE.

Selectman Conron MOVED and SECONDED by Selectman Harrington to accept Policy reviews with amendments from previous Selectmen’s meetings.  UNANIMOUS VOTE.

 

Town Administrator's Report

TA Guerino noted the Annual Town Meeting Warrant dated March 6, 2007 handed out to the Selectmen.  He also noted this is a different version of the one that was handed out to the Finance Committee at their meeting the night before (March 5, 2007), adding the article regarding the easement for Verizon, sponsored by the board. 

 

Also handed out was the consolidated Long Term Financial Plan (condensed to 2 pages) by Finance Director Linda Marzelli, in addition to the updated Sources and Uses which includes the current House 1 Local Aid figures.

 

TA Guerino announced, utilizing Charley Miller’s suggestion of having the Annual Town Report on CD, having limited CD’s available.  This Annual Town Report will be also be posted on the town website.

 

TA Guerino noted his appointment of Karen Girouard as Acting Town Treasurer through June 2007.  At that time, TA Guerino will make a recommendation to the Board to of Karen Girouard’s permanent appointment as Town Treasurer, possibly waiving the 15 days.  He also noted he will be advertising for an Assistant Treasurer position at that time.

 

TA Guerino attended the Table Top exercise sponsored by the Board of Health with regard to emergency/medical solutions and how they are implemented.  He also stated a copy will be given to the Board of the proceedings at a later date.  Chm. Zuern recognized the many people and their efforts brought forward for a well-received reception by the community at this time.

 

TA Guerino noted a Rain Barrel Grant, supplying the town with rain barrels.  The first 20 rain barrels will be sold at a discount rate of $56.60 at the landfill between April 9, 2007 through April 15, 2007 from 9am – 12pm.  The subsequent rain barrels will be sold for $66.50.

 

TA Guerino mentioned that for the rest of the month will be a busy month and requested the Board to allow an extra hour for meetings scheduled.

Selectmen's Reports

Selectman Conron noted the Army/National Guard presentation of lead bullets.  The EPA and the DEP assure of no potential issues. 

 

Selectman Conron requested a 3 Year Budget Plan be put on the agenda for next week for discussion.

 

V. Chm. Mealy noted the Bourne Community Boating, Inc.’s fundraiser “Get Messy, Get Dressy” at the Sunset Grill on April 14, 2007.  All proceeds ($60 per person and cash bar) go the BCB program.  Tickets are on sale now and can be obtained by contacting David Foynes at 833-2019.

 

Selectman Sloniecki noted he signed up for the Conflicts Workshop of April 26, 2007 from 6pm – 8pm at the Chatham Town Hall.  TA Guerino will copy and hand out to the rest of the board who wish to attend.

 

Selectman Harrington noted the School Building Committee is still holding their meetings and have tightened up the proposed new school building of 6,800 square feet.  TA Guerino noted there will be an article at a Special Town Meeting 2007 with regard to the land lot for this building).

 

Chm. Zuern thanked Heather and Cindy from the Board of Health for the Table Top session.

 

Chm. Zuern noted she attended the Cape Cod Community College’s Multicultural Festival this past weekend and encouraged others to attend.

 

Chm. Zuern noted the new CVS (near the Buzzards Bay rotary) is now open.  They are having an Open House this Saturday (March 10, 2007).

 

Chm. Zuern noted the proceeds of the Snowflake Ball ($3,092.50 went to the Bourne Youth Council and another $3,092,50 went to the Buzzards Bay Village Association for the Green Belt project).  She thanked Joyce Michaud for catering the event, the Pocasset Golf Club for the use of their facility and other people who were directly involved in the successful fundraiser.

 

Lastly, Chm. Zuern noted the March 19, 2007 retirement reception for Police Chief Ford and Fire Chief Klueber at the Community Building and encouraged all to attend.
