Meeting was called to order at 7:00 P.M.
Moment of
Silence/Salute the Flag
Approval of Minutes
Selectman Sloniecki MOVED and SECONDED by Selectman Conron to approve the March 6, 2007 minutes as amended. UNANIMOUS VOTE.
Selectman Sloniecki handed out the Executive Session minutes of February 27, 2007 to be tabled to the next meeting.
Public Comment
C. Miller – suggested putting information on websites with
regard to villages. TA Guerino
responded by noting able to provide a link for upcoming events, and that
history or large documents are limited at this time.
Alcott Tobey – corrected his name on previous meeting
minutes. He also questioned why the DNR
Ad Hoc Review Committee’s Report to the Selectmen was to wait until a
public hearing for any action to be taken by the
Selectmen.
Correspondence
Selectman Sloniecki reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Comments on Correspondence
TA Guerino encouraged any Selectmen to attend the seminar with regard to the Municipal Licensing Corporation.
TA Guerino noted the reception for retiring Police Chief Ford and Fire Chief Klueber on Monday, March 19, 2007 from 4-6 open to the public at the Community Center.
CPA Articles
Community Preservation Committee (CPC) Chm. Barry Johnson noted the public hearing for the CPC recommendations to be held at the Community Center on Thursday, April 5, 2007 at 7pm.
Chm. Johnson noted that the CPC recommendation of the article outlined are available either through tax levies and State funds. (A copy of the CPC recommended articles outlined is attached hereto). The total of the CPC recommendations for Historic Preservation and Affordable Housing is $384,790.
BMS fields – Hans Baumhauer’s presentation of the Bourne New Fields Project (a joint effort of the CPC, Rec. Dept. and the Bourne Public Schools) depicted the Gale Associates, Inc. preliminary design drawings and cost estimates for 1) additional multi-purpose fields at the BMS (adding two additional fields for a total of five); 2) redesign of Queen Sewall Park including an additional softball field and 1 multipurpose field; 3) prelim. Design and cost estimate for synthetic turf at Jackson Field; and 4) cost estimates for construction, including irrigation of all fields using well water, walking paths, parking lot design and handicapped access.
The CPC is filing additional articles – BMS Fields Project.
Don Morrissey (Rec. Dept. Chm.) noted the number one priority this year for the Rec. Dept. is fields. The Queen Sewell ($1.3M) and Jackson Field ($850 astro turf) projects are on hold to concentrate on the BMS fields’ project. The town is in dire need of multi-purpose fields with the growing numbers of participants. With that in mind, H. Baumhauer noted the grand total of the BMS fields is $1.5M, with the BMS fields available for playing in Fall 2008. An annual cost estimate for maintenance of the fields is estimated at $20,965.
Discussion held. C. Miller noted work needed at Chester Park at Monument Beach. TA Guerino noted that the Chester Park could be in the Special Town Meeting.
Other additional separate articles filed by the CPC are for acquiring parcels, each contingent upon each other. One of those articles will be discussed at a later date. Tonight, the CPC recommends the purchase of parcel in Bournedale, giving access onto Great Herring Pond Road.
Don Ellis (Historical Commission) noted this parcel being of the utmost historic interest in Bourne because of the Indian Trail. More discussion held.
Licenses and Permits
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to approve the alcoholic beverage license renewal with the seasonal adjustment of population of 40,000 as of July 20, 2007. UNANIMOUS VOTE.
Selectman Conron MOVED and SECONDED by Selectman Mealy to support the nomination of Robert Jenny to fulfill the 7th position of the Pollution Task Force, and to appoint Robert Jenny to the Phase II Stormwater Management Committee Oversight Group. UNANIMOUS VOTE.
d. Other Licenses – Chart Room, Mashnee Island Grill and Lobster Trap Fish Market
Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to approve the Chart Room all alcohol license; Mashnee Island Grill all alcohol license; and the Lobster Trap Fish market wine/malt license. UNANIMOUS VOTE.
Human Services Committee
A proposal was submitted for a 9-member committee.
1 - Bourne School Department;
1 - Police Department;
1 - Council on Aging;
1 - Bourne Housing Authority;
1 - Representative from medical community or VNA Association;
1 - Provider of mental health – substance abuse;
1 - Youth Representative; and
2 - Members at large
Discussion held. A workshop discussion on Human Services was suggested for the March 27, 2007 Selectmen’s meeting.
Three-Year Budget Plan
TA Guerino reviewed the Long Term Financial Plan Model, demonstrating 4% growth and an override in FY09 in the amount of $4M. TA Guerino suggested looking at implications and pragmatic augmentations. TA Guerino indicated that without an override, there would be severe lay offs and serious cuts in services.
Discussion held. V. Chm. Mealy suggested of the above mentioned:
TA Guerino noted adding a Debt Exclusion column in the Long Term Financial Plan Model.
Discussion held on the Upper Cape Tech budget. TA Guerino suggested writing a letter to
other towns in the school district that send students to the UCT.
TA Guerino noted that the UCT will be presenting their budget to the Finance Committee on March 26, 2007.
Regulatory Agreement – Donald May
Local Initiation Program requesting a Regulatory Agreement and Declaration of Restrictive Covenants for rental project at 20 Saint Margaret Street in Buzzards Bay.
Selectman Sloniecki MOVED and SECONDED by Selectman Harrington to accept the Regulatory and Declaration of Restrictive Covenants as submitted. UNANIMOUS VOTE.
Town
Administrator's Report
TA Guerino noted attending the UCT budget discussion meeting, and as a result the UCT was able to cut $163,000 from their budget.
TA Guerino noted that e-mail is not currently available at the Town Hall, due to the change of servers. This transition is a four-day period (less cost than round the clock).
TA Guerino noted the Transportation Committee meeting of Thursday, March 15, 2007 at 4 pm. He also noted the Wastewater Committee meeting of Wednesday, March 14, 2007 at 7 pm. He stated that both committees are up and running.
Other Selectmen's
Business
Selectman Harrington noted the UCT and suggested having
both the Town and the Bourne School Committee input; it would make a difference
in their budget decisions. Chm. Zuern
suggested two (2) representatives from the UCT come in front of the board for
discussion.
TA Guerino noted an Algonquin Gas representative requesting
a temporary working easement for work on the natural gas pipe.

to grant the temporary working easement for Algonquin Gas to work on the
natural gas pipe lines as depicted on the map submitted. UNANIMOUS.

Reports
V. Chm. Mealy suggested putting Selectmen Goals discussion
in May.
Selectman Conron suggested the Town Survey discussion at
the Town Meeting 2007 on the Selectmen’s meeting of March 27, 2007.
She also suggested:
a review of Town Committees; Civil Service or not? for the Town of
Bourne discussion. In addition,
Selectman Conron noted the Barnstable County Retirement Fund and if this money
goes into the State fund for Bourne as future discussion.
Chm. Zuern noted the Alzheimer’s Fundraiser of Friday,
March 16, 2007 from 5:30 pm – 8:30 pm at the Sandwich Glass Museum. Tickets are $25 pp.
Chm. Zuern noted the TRIAD discussion on the Bourne
Spotlight program will be aired on Wednesday, March 14, 2007 at 7:30 pm and
again on Friday, March 16, 2007 at 1:30 pm.
Chm. Zuern noted attending both the Open Space Committee
and the Finance Committee this past Monday and will discuss at a later date.
