Meeting was called to order at 7:00 P.M.

Approval of Minutes
Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to approve the
March 13, 2007 minutes as amended. UNANIMOUS VOTE.
Selectman Conron MOVED and SECONDED by Selectman Mealy to approve the Executive Session minutes of February 27, 2007 as submitted. UNANIMOUS VOTE.
Selectman Conron MOVED and SECONDED by Selectman Mealy to approve the Executive Session minutes of March 13, 2007 as submitted. UNANIMOUS VOTE.
Public Comment
Jeff Avery – opening the Buzzards Bay Theatre on Main
Street. Anticipated opening is April
2007. This theatre will charge $7.50
for ticket, popcorn per person. For

Correspondence
Selectman Sloniecki reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
Comments on Correspondence
TA Guerino noted the Comcast contract charges for the Community Building and Taylor’s Point will be exempt from such fees.
TA Guerino noted the resume of Gerald McKenna received at his office. He will contact Mr. McKenna and ask he appear in front of the board in the future.
Selectman Conron raised concerns of liability with regard to the Cataumet Schoolhouse, and requested clarification on such. Discussion was held. TA Guerino will look into the matter.
Chm. Zuern noted the lodging taxes on vacation lodging homes. TA Guerino noted that in the past the board did not take position in this matter.
Licenses/Permits
Selectman Sloniecki MOVED and SECONDED by Selectman Conron to approve the request of parade as stated above, and to waive the permit fee. UNANIMOUS VOTE.
Selectman Sloniecki MOVED and SECONDED by Selectman Mealy to approve the request of the flea market as stated above, and to waive the permit fee. UNANIMOUS VOTE.
Common Victual Licenses – Mashnee Island Grill, Lobster Trap Fishmarket, and the Chart Room.
Weekday Amusement Licenses – Mashnee Island Grill and the Chart Room.
Sunday Amusement Licenses – Mashnee Island Grill and the Chart Room.
Appointments
Selectman Conron MOVED and SECONDED by Selectman Mealy to appoint Priscilla Koleshis (1 for ’09) and Claudia King (1 for ’07) to the Recreation Committee. UNANIMOUS VOTE.
Transportation Committee – Mr. Tom Moccia reviewed handouts given to the board. The handout of the Metropolitan Planning Organization recommendations is attached hereto.
Public comments were of the need for improvements at the Otis Rotary and the need for parking for the transportation center.
The Board of Selectmen’s recommended changes of priorities are the following:
1. Scenic Highway improvements
2. Bourne Rotary Improvements (short term)
3. Bourne Rotary Improvements (long term)
4. Rail passenger service
5. Bourne Sandwich Parkway
6. Otis Rotary improvements
7. Buzzards Bay Transportation Center

Selectman Conron MOVED and SECONDED by Selectman Mealy to accept the changes as amended and to send a letter to the Cape Cod Commission from the Board of Selectmen before March 28, 2007. UNANIMOUS VOTE.
Town
Administrator's Report
TA Guerino addressed the Cape Cod Times complaint of the
sewage backup at the RMA fitness center on February 24, 2007. For the record, he stated the health club
has been cleaned appropriately and all receipts of contracted work are
available. TA Guerino will provide the
board with the Board of Health policies to review.
TA Guerino stated he had documents for the board ready to
be electronically mailed for March 21, 2007 of the Town Employees Evaluation
Process. He will also e-mail the
amended Town Meeting Warrant.

and SECONDED by Selectman Mealy to
approve the Warrant for Annual Town Election.
UNANIMOUS VOTE.
TA Guerino noted the Purchase & Sale Agreement of 188
County Town Road – a 3.7 acre parcel for the amount of $262,000. Town Counsel prepared the documentation and
TA Guerino requests the board sign three (3) copies of same.
TA Guerino thanked all who joined the reception for retiring Chiefs Ford and Klueber and thanked Nancy Sundman, Debbie Judge and Mary Rebello for putting the reception together.
Selectmen
Comments
Selectman Sloniecki handed out copies of the C.O.R.I.'s
frequently asked questions to the board and requested be a future agenda
topic. Chm. Zuern stated that policies
should come in front of the board for review, and include Town Counsel's
opinion.
Chm. Zuern requested purchasing equipment from Comcast be
on a future agenda.
Chm. Zuern requested a meeting in April between the
Selectmen and the Town of Wareham Selectmen.
She also requested copies of variances awarded in the past from the
Zoning Board of Appeals regarding the Bylaw initiated about Living Space. TA Guerino will research and get that information
for the board.
Public comment - Mr. Jim Mulvey suggested valid reasons to
over rule the Inspector of Building's decisions.
It was the consensus of the board to reschedule their
meeting with the School Committee to another date. TA Guerino will request the board be on the School Committee’s
agenda at the next earliest upcoming meeting.
Selectmen's
Reports
Selectman Conron reviewed changes, and additions to review
for future agenda topics. Additionally,
she noted for the Selectmen Workshop to discuss Human Services
and the Town Meeting Survey.
V. Chm. Mealy commended TA Guerino for the Evaluation
Process documentation.
Chm. Zuern noted the Alzheimer's Fundraiser at the Sandwich
Glass Museum.
Chm. Zuern noted the CVS Pharmacy ground breaking meeting
of 3/26/07 at 8:30 am.
Chm. Zuern wanted to thank the Upper Cape Tech students for
services in the town, and the Barnstable County inmates for work on MacArthur
Boulevard. TA Guerino additionally
noted the inmate work at the Monument Beach and thanked them.
