Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve minutes of October 16, 2007 as amended. VOTE 5-0.

Jim Mulvey reported on the harvesting of oysters from Pocasset River. Relaying to Little Bay at Monument Beach of 100 bushels available for next year. Meeting at Town Marina on October 24, 2007 at 10:00 am for anyone interested.
Ken Horne, representing Verizon, requesting the Selectmen’s approval to place two (2) poles providing service to the new elementary school. All abutters have been notified.
Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve the request of placing two (2) poles on Edgehill Road. VOTE 5-0.
Selectman Conron reviewed the correspondence. All correspondence is on file in the Town Administrator’s Office for review.
TA Guerino noted document regarding Planning Board resignation. He will have a date proposed for a joint meeting between the Planning Board and the Board of Selectmen next week.
Becka Wolfson, Chase Fuller and Nicki Toner discussed how this program is in its 9th year and currently have 26 members.
AmeriCorp of Cape Cod’s focus is literacy, housing, social and environmental issues. They are here tonight to help the Town of Bourne’s needs.
Presented tonight are Group Project proposals for the Selectmen to address areas in town that could benefit from their services.
Selectman Zuern suggested assistance in the 3 Mile Look project needs volunteers to maintain.

Jim Mulvey commented on AmeriCorp’s assistance on various projects.

Financial
1. Develop and implement long-term financial plans and efficient budget processes as tools for financial stability
a. Develop long-term capital plan
b. Develop long-term integrated financial plans
c. Develop long-term revenue projections & strategies for revenue generation
d. Study options for maintaining or decreasing health insurance costs

TA Guerino noted the long-term capital plan includes an integrated piece and forecast, which will be completed at the Annual Town Meeting.
Selectman Conron suggested including Tom Keyes (Sandwich Selectman) for input.
Selectman Zuern requested more definite schedules and times and list of who is responsible.
Environment
2. Develop plans for renewable energy conservation and savings
a. Charter a new group to develop plans for renewable energy, including:
i. Potential savings from wind/solar energy
ii. Town use of renewable energy technology
iii. Alternative funding sources
3. Develop and implement plans for using, rejuvenating and preserving coastal resources
a. Develop a Coastal Resource Plan
4. Develop and implement plans for wastewater management
a. Develop a comprehensive wastewater management study
b. Complete negotiations for inter-municipality sewer service agreement with Wareham
c. Find ways to educate the Board of Selectmen and others about wastewater management issues and options

TA Guerino noted BOS committee for Alternative Energy put together by the TA. He also noted this would be a standing committee and long-term committee. This committee can be ready to go by the end of the year.
Selectman Zuern requested putting a group together by the end of November and put on the agenda for next week’s meeting. Selectman Conron volunteered to work with Selectman Zuern.
Selectman Conron noted needing goals implementation workshop.
Selectman Zuern suggested the DNR to come up with plan utilizing Shore & Harbor Committee, Shellfish Working Group, Judy Cox and Bob Dawley. TA Guerino will discuss with Tim Mullen.
Selectman Conron suggested using services of Town Counsel for wastewater development as it related to the Bourne/Wareham IMA.
Selectman Zuern requested breakdown of steps and dates relative to the Selectmen’s goals. TA Guerino will work on getting a more complete breakdown.
TA Guerino noted working with BFDC regarding wastewater management.
Selectman Sloniecki inquired if there was a website listing workshops. TA Guerino noted dates are fairly incumbent on BFDC. It is possible to tighten schedule on when people can discuss in front of the Board.
Chm. Mealy suggested TA Guerino put together a list of technical assistance available to the Board related to the wastewater treatment.
Selectman Sloniecki suggested keeping within the Town of Bourne for the time being.
Selectman Zuern commented on gaining information now.
Selectman Conron noted obtaining information and set up a structure involved in attending conferences and site visits. TA Guerino also noted there are regulatory and legal aspects with regard to obtaining information.
Selectman Zuern requested obtaining the Board of Health’s jurisdiction from TA Guerino.
Human Services
5. Enhance the town’s human services responsiveness
a. Appoint Human Services committee
b. Establish food pantry site
i. Finalize financial and configuration planning for potential current food pantry site or identify alternatives

TA Guerino discussed the Food Pantry and having alternate sites and working on Council on Aging.
Selectman Sloniecki inquired on building size. TA Guerino noted where site is (3,500 - 6,000 square feet). If site is on other side of bridge, a larger site for additional outreach will be required.
Selectman Zuern requested putting together a Human Services Committee on agenda for week after next.
Economic Development
6. Drive development of collaborative plans for economic and community development
a. Oversee implementation of Local Comprehensive Plan
b. Hire consultant to coordinate town economic and community development activities
i. Developing a community and economic development team for the town
ii. Reviewing permitting and planning processes
iii. Seeking grant funding to support economic and community development efforts
c. Continue to support and influence revitalization efforts for Buzzards Bay and other villages

TA Guerino noted looking at how to address issue as a community. He also suggested using a consultant.
TA Guerino stated needing a comprehensive review of the economic piece. He further suggested adding an Economic and Community Development Director.
Selectman Conron noted being in favor of adding an economic and community development dire.
Town Services
7. Develop and approve a long-range plan for the landfill
a. Work with consultant to complete landfill long-range plan
i. Consider potential land acquisition and new DPW building
b. Conduct operational audit of current landfill operations
8. Develop and implement formal personnel policies and procedures for town employees
a. Develop Board of Selectmen policy manual
9. Assure adequate staffing in public safety departments
a. Develop staffing plans for fire and police departments and hire as appropriate
b. Assess town’s overall public health requirements

TA Guerino noted ISWM Working Group presentation in November on the new DPW building.
TA Guerino commented on the land acquisition and currently reviewing eight (8) or nine (9) bids. He will have a recommendation within the next couple of weeks.
TA Guerino addressed the draft Employees Handbook and Procedures coming within the next several weeks to finalize and get up running.
TA Guerino commented on currently having a notebook of Policies on the computer in the Administrator’s office.
TA Guerino addressed adequate staffing on Public Safety. He noted staffing plans for all departments would be supplied next week. Fire Department staffing will be available sometime in January, 2008.
Selectman Conron requested to put Citizen of the Year recognition on future agenda.
Chm. Mealy commented and recognized the Fire Departments excellent work done at the Mezza Luna.
Town Administrator’s
Report
TA Guerino commented on the Penners building and how it is starting to come down.
TA Guerino discussed the Mezza Luna. He met with EJ Cubellis and discussed what the town from an economic perspective could do. The Massachusetts Business Development will be working with displaced employees.
The owner is looking to build as quickly as can and possibly add an additional building.
TA Guerino noted there will be an amended version of the Conservation Restriction for discussion at the October 30, 2007 meeting. Any new comments from the departments will be e-mailed to the Board of Selectmen.
Hearing of Assessors relative to the Tax Classification – not to change at this time.
TA Guerino noted the Holiday schedule as an agenda item for next week.
TA Guerino stated moving forward of hiring an IT person.
TA Guerino met with Police Department to finish police negotiations and information will be brought to the Board.
Canalside Commons Impact study out to bid and due first week of November.
TA Guerino commended the Fire personnel in their efforts.
Selectman Zuern – attended ISWM meeting last week with Sterns and Wheler. She passed around the compost derived from municipal trash that will be sold for profit.
Selectman Zuern attended the Council on Aging affair.
Selectman Zuern noted she and Selectman Conron attended the Dinner Train.
Selectman Conron attended the book discussion on Two Old Women.
Selectman Conron attended the Library Annual Meeting where Leslie Morrissey discussed her experiences on library expansion. She added hearing if there is a Friends Group, there is a better chance of success.
Selectman Ford attended last week’s Shore & Harbor Committee meeting. He noted marinas revenues (Taylor Point - $411,057 net; Monument Beach and Pocasset - $187,265).
Selectman Ford also attended last week’s Conservation Commission meeting.
Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to adjourn. Meeting adjourned at 9:10 pm. UNANIMOUS VOTE.
