Call to Order

Meeting back in session at 7:15 pm.

 

Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Ford to approve and encumber Executive Session minutes November 27, 2007.  VOTE 4-0.

 

Selectman Zuern MOVED and SECONDED by Selectman Conron to approve and encumber Executive Session minutes December 4, 2007.  VOTE 4-0.

Announcements

Several announcements were made of upcoming events.

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office.

 

Flood Plan Study Report – Coreen Moore

A grant funded Flood Plain Analysis has performed a Flood Zone Mitigation Study in the Village of Buzzards Bay (Main Street).  Amendment to contract noted the design of a matrix.  Presentation of said Analysis will be available early January 2008.  Consultants visited sights, looked at various variables, made recommendation to design and fund resources to help developers/owners to rehab.  Full report will be helpful for the rehabilitation in downtown Buzzards Bay.  Plan is available for public in her office at this time.

 

Open Space Update

Open Space Plan Update is required by the State every five years.  The purpose is to review and update the original plan and update inventories.  This Plan is used as a tool to make informed decisions of growth for the Town of Bourne.

 

After discussions, it was suggested Coreen Moore and Town Administrator implement goals.  Coreen Moore suggested TA Guerino attend Department Head meetings to monitor what is being implemented in Open Space Plan and Recreation.

 

Selectman Conron suggested Open Space Committee meet quarterly to implement plan. 

 

Coreen Moore added once or twice a year to review for updates on what has been done.

TA Guerino suggested coordination through Selectmen/Administrator as delegated to the Town Planner.  As far as reports, through the Town Administrator and Department Heads.  Written response back to the committee. 

 

Selectman Zuern inquired if Town Planner can designate person to do work, instead of a number of committees.  TA Guerino and Coreen Moore will review report and discuss further at a later date. 

 

Selectman Conron requested discussion of monitoring agent for the Local Comprehensive Plan on a future agenda.

 

Recreation – Krissane Caron

Many goals add value to the community.  It was requested the Recreation Committee be taken off action items and follow staff within different departments.

 

Recreation Committee noted plans will have to come back to the Departments and ultimately the Town Administrator.

 

Ginny Anderson (Open Space Committee) suggested approving Action Plan and figure out how to get done.

 

Selectman Conron suggested putting Open Space and Recreation on TA Guerino’s Evaluation Plan.

 

Selectman Zuern MOVED and SECONDED by Selectman Conron to endorse the Plan and have Coreen Moore send letter of endorsement to Melissa Cryan at the Division of Conservation Services (Executive Office of Energy and Environmental Affairs).   VOTE 4-0.


Construction of a temporary ice rink at the Buzzards Bay Park

Earl Baldwin as President of Bourne Youth Committee submitted proposal of NiceRink for Buzzards Bay Park Outdoor Rink.  Total package cost is $6,429.07.  BYC will hold fundraiser and Town take steps deem necessary to construct rink.

 

TA Guerino noted the town being able to contribute $1,000.  He also added project is covered under the town’s liability insurance, as no direct supervision being a recreational area.

 

Krissane Caron noted rink being open to the public, but for Recreational purposes only.  Lights were suggested and hours of operation would be in accordance with Town by-laws.

 

Anyone interested can make checks payable to the Bourne Youth Council c/o Chief Baldwin 175 Main Street Buzzards Bay. 

 

Selectman Ford suggested contacting the Rotary and Lions Clubs.

Selectman Conron MOVED and SECONDED by Selectman Ford to approve Buzzards Bay Park Outdoor Skating Rink.  VOTE 4-0.

 

Human Services Committee Appointments

Selectman Ford MOVED and SECONDED by Selectman Conron to appoint Lorna Ibbitson (one-year term), Richard Tavares (two-year term), Barbara Thurston (three-year term), Sandra Vickery (three-year) to the Human Services Committee.  VOTE 4-0.

 

Selectmen Sloniecki noted ‘School Representative’ added onto documents as list members who make up the committee.

Selectman Conron MOVED and SECONDED by Selectman Ford to approve Class III Auto Dealers Licenses and Junk Yard License of Knowlton’s Garage Inc.  VOTE 4-0.

 

Courtyard Restaurant

Two neighboring residents (Kevin Muckley and Peter Mack) object the Entertainment Licenses – Weekday and Sunday, which allows Courtyard Restaurant to play music until 1am (indoors and outdoors).  Resident Kevin Muckley noted meeting with TA Guerino and the outcome of said meeting was resident(s) meet with license holders in January to come to an agreement.  He is asking the Board if any restrictions can be put on said licenses.  License holder noted her objection of any restriction.

 

The consent of the Board was to post hearing re: Courtyard Restaurant and at that time determine restriction conditions, unless an agreement has been made between resident(s) and license holder prior.

 

Selectman Conron MOVED and SECONED by Selectman Zuern approve Entertainment License – Weekday related to the Courtyard Restaurant with exception of Sunday.  The Baord will hold Public Hearing on February 5, 2008 re: outdoor music.  VOTE 4-0.

 

Town Administrator’s Report

TA Guerino meet with Department Heads next week re: Budget.  Major departments submitted additional 2.25% reduction in their request in TA Guerino’s recommendation. 

 

TA Guerino is requesting Selectman’s Direction on Public Safety re: budget. 

 

Other Selectmen’s Business

Selectman Conron requested e-mails from Town Office to Chairmen of different committees re: Outstanding Public Citizens Award form.  She also requested form put on website.  Selectman Zuern suggested sending to the Civic Associations.

 

Selectmen’s Report

Selectman Ford attended presentation of County Health Agent.

 

Selectman Conron attended Cape Cod Canal Regional Christmas Event.  She also attended the Saints and Singers Chorus, as well as the Cape Cod and Selectmen’s Christmas Dinner.

 

Selectman Zuern attended the County Health Agent presentation and several Christmas activities.  She also attended the Cape Cod Crossing Open House.  She noted there is no light on yet at Monument Beach.  She further commented on the litter plastic bags are creating.

 

Selectman Sloniecki commented on the incident at the High School, and noted being treated as a bomb threat.   TA Guerino noted Superintendent in contact with his office regarding said incident.
