Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Ford to approve and encumber minutes of Executive Session April 1, 2008 as submitted.  VOTE 5-0.

 

Selectman Conron MOVED and SECONDED by Selectman Ford to approve and release minutes of Executive Session April 8, 2008 as submitted.  VOTE 5-0.

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office.

TA Guerino will send letter to Diana Buck Thoenen for her service on behalf of the Board.  He also noted Item K (Mello Electric vs. Bourne case) is settled and closed.

 

Tim Mullen – Dept. of Natural Resources – Shellfish Propagation Closures

A contaminated relay of shellfish for the 2008 is planned.  The stock will be coming from the Taunton River in the towns of Somerset and Swansea.  500 bushels will be transplanted as opposed to the 1,000 bushels in 2007 due to increase in related costs. 

 

The transplanting will be in two areas:  1) Recreational area in Phinney’s Harbor known as Toby’s Island, North Side; and 2) Little Bay, the same area contaminated stock was transplanted last year (this area is closed seasonally by the Division of Marine fisheries from June 1st to November 1st).

 

The transplanting is scheduled to begin as early as May 3, 2008, and is expected to take less than a week to complete.  

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to approve the 2008 Shellfish Relay and Closing of Beds as submitted.  VOTE 5-0.

 

  1. Beach Parking

Tim Mullen believes most town beaches on any given day may or may not have enough parking spaces available to accommodate Resident and Non Resident permit holders, depending on the area.  A survey of the surrounding towns’ beach sticker and parking fees revealed that the fees in Bourne are lower in comparison. 

 

TA Guerino suggested to raise residence stickers from $10 to $20; non-residence from $30 to $75; non-resident weekly to $40; and daily pick up at Town Hall for $10.

 

Selectman Sloniecki was not in favor of raising the resident fees. 

Both Chm. Mealy would like to bring back the lifeguards with proposed increase of fees.

 

Selectman Ford discussed a visitor’s pass and selling space on Mondays through Fridays.    He also suggested purchasing land with CPA funds for additional parking.

 

Selectman Conron is not in favor of raising fees, but is in favor of bringing back the lifeguards.

 

TA Guerino recommends a non-residence/4-week permit at $60; daily permit available at Town Hall at $10; non resident at $75.  He would consider bringing back lifeguards for next season.

 

TA Guerino recognized the recent cooperation between DNR and Board of Health on the rabies case affecting a human.

 

Charlie Miller commented on the lack of parking space in town and suggested purchasing land with CPA funds for parking issues.

 

Chm. Mealy suggested discussing proposed increase of fees on the next meeting agenda.

 

Renewable Fuels Partnership – Mr. Clay Schofield

Cape Cod Renewable Fuels Partnership (Partnership) was established to explore the viability of renewable fuels for Cape Cod, and the Partnership is committed to expanding the use of renewable fuels.

 

Mr. Schofield is asking the Board to consider signing the Cape Cod Renewable Fuels Declaration of Support.

 

Discussion held on ethanol and water mixture.  TA Guerino inquired about flex fuel vehicles.  Also discussed was hydrogen fuel.

 

TA Guerino inquired about the potential of expanding to Southeastern Massachusetts for the bid purpose.  He also inquired about food vs. fuel (corn-oil, cellulose-based ethanol). 

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to support the Cape Cod Renewable Fuels Declaration of Support. 

 

Chm. Mealy read into record said document.  For the record, TA Guerino stated there is no obligation to the Town of Bourne by signing of said document.   He also said signature document will be available at Town Meeting.  VOTE 5-0.

 

Fee schedule for special permits under the Board of Selectmen

TA Guerino stated the Selectmen set general policy for the Town and also review and issue: 1) gas stations; 2) flea markets; and 3) car washes.  He recommends a fee of $200.

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to change special permit fee for gas stations (section 4500), flea markets and car washes, subject to section 450 from $75 to $250.  VOTE 5-0.

 

Disposition of old fire truck garaged at ISWM

Tim Young explained that the Bournefield Maine Fire Department would like to use old fire truck for their front line.

 

Selectman Conron MOVED and SECONDED by Selectman Sloniecki to convey old fire truck garaged at ISWM to the Brownfield Maine Fire Department for the sum of $1.  VOTE 5-0.

 

Selectman Sloniecki requested Mr. Young send a picture of fire truck when work on truck has been completed.

 

Licenses and Appointments

  1. Marconi Club – One Day Liquor – Annual Clam Bake

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve the One Day Liquor license for the Marconi Club’s Annual Clam Bake on July 20, 2008 from 11:00 am – 5:00 pm per Fire Department (will need permit from Fire Dept.).  VOTE 5-0.

 

  1. The Butterfly Garden Boutique – Common Victualer (food) License

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve the Common Victualer food License for the Butterfly Garden Boutique, per Board of Health and Fire Department comments.  VOTE 5-0.

 

Town Administrator’s Report

There are five (5) internal candidates for Fire Chief at the Police Assessment Center. 

 

Attended National Accreditation for the Senior Center meeting and has volunteered to help on a couple of committees.

 

UCT transfer station has applied for and awarded $42,000 grant.

 

There will be a Town Meeting (May 5, 2008) first outline presentation of the DPW facility.

 

Police Department incurred a wastewater treatment damage between $10,000 - $20,000 and will supply damage report to the insurance company.

 

Town Administrator’s Review document will be available by Friday this week.

 

A Board of Selectmen meeting will be posted at 6:45 pm on Mon. & Tuesday on night of Town Meeting.

 

Selectmen were encouraged to complete on-line NIMS training.

 

Other Selectmen Business

  1. Signing of Annual Election Warrant

Selectman Conron MOVED and SECONDED by Selectman Zuern to sign and adopt Annual Election Warrant for election of May 20, 2008.  VOTE 5-0.

 

Selectmen’s Report

Selectman Zuern attended meetings of the Canal Chamber of Commerce and the Bourne Youth Council.  She also attended the Baseball Parade and the Council on Aging Accreditation and LEPC meetings.
