Call the Meeting to Order

Meeting was called to order at 7:00 pm

 

Moment of Silence/Salute the Flag

 

Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Sloniecki to approve minutes of January 15, 2008 as submitted.  VOTE 4-0-1 with one abstention from

Selectman Ford.

 

Announcements

Several announcements were made of upcoming events.

 

Public Comment  - Non-Agenda Items

Jim Mulvey commented on bargaining.  He also commented on consultant for the Fire Department.

 

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office.

 

Marty Greene noted being in process in gathering information re: Mr. Mulvey’s comments on consultant for the Fire Department.  He is asking for appropriate notification.


Note Signing

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to award $9,080,536.00 in Bond Anticipation Notes dated January 30, 2008 maturing January 30, 2009 to the Eastern Bank at net interest cost of 2.504 as follows:

 

Voted: to approve the sale of a $9,080,536 3.00 percent Bond Anticipation Note of the town dated January 30, 2008, and payable January 30, 2009, to Eastern Bank at par and accrued interest plus a premium of $45,039.45.

 

Further Voted: that in connection with the marketing and sale of the Note, the preparation and distribution of a Notice of Sale and Preliminary Official Statement dated January 11, 2008, and a final Official Statement dated January 18, 2008, be and hereby are ratified, confirmed, approved and adopted.

 

Further Voted: that each member of the Board of Selectmen, the Town Clerk and the Town Treasurer be and hereby are, authorized to take any and all such actions, and execute and deliver such certificates, receipts or other documents as may be determined by them, or any of them, to be necessary or convenient to carry into effect the provisions of the foregoing votes.

 

VOTE 5-0.

 

Chm. Mealy read into record recognition by rate setting recommendation by Moody’s Investors Service.

 

Licenses/Permits/Appointments

  1. Human Services Committee – Leona Bombaci

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to appoint Leona Bombaci to the Human Services Committee for a three-year term.  VOTE  5-0.

 

Budget Report

TA Guerino’s submittal of 2009 Budget Message (a copy of which is attached hereto) was reviewed.

 

All funds for FY07 have been repaid in full and Free Cash has been augmented slightly.

 

TA Guerino noted the Town can delay a General Override - out years are certainly forecasted.  He recommends a Work Session between the Board of Selectmen and the Finance Committee re: Reserves after Annual Town Meeting.

 

TA Guerino also recommends the Board look at Public Safety, particularly Police, as a priority.  He recommends a targeted override for Police Department in the amount of $934,187.

 

TA Guerino noted the addition of two positions from Reserves:  1) full-time electrical contractor; and 2) part-time administrative position in the Fire Department.

 

Overall, the budget increased 4.015%.

 

Discussion

Selectman Zuern commented on the $500,000 “pot hole” money that goes back to the schools.

 

Selectman Conron commented on the net school spending and whether it was calculated with or without health insurance.

 

Discussion of hiring two positions: 1) a part-time to full-time electrical contractor position; and 2) part-time administrative position in the Fire Department.  Selectman Conron raised issue with hiring positions on Reserves.

 

TA Guerino recommended the Board review Budget presented and submit inquiries to him.  If more detail is required, he will invite Departments in before the Board.

 

Selectman Ford requested TA Guerino supply a long-term debt decline as well as the Middle School Debt Analysis.

 

Chm. Mealy noted the Board’s requests on availability of certain reports to contact TA Guerino, discussing at a later date.

 

Selectman Zuern requested TA Guerino indicate percentages (increase/decrease) for each Department and explanation on Budget. 

 

Other Selectmen Business

Selectman Zuern and Selectman Conron noted working on the Town Administrator’s Evaluation Form.  They will meet next Saturday and present to the Board in the near future.

 

Town Administrator’s Report

None at this time.

 

Selectmen’s Report

Selectman Conron commented on Dennisport re: receiving grant for LCP and Limitation in the amount of  $25,000.  Selectman Conron suggested the Town investigate applying for a grant to partly fund the first goal of the LCP (zoning revising).
