Selectman Conron MOVED and SECONDED by Selectman Ford to adjourn Executive Session at 6:51 pm and to resume regular meeting at 7:00 pm.  Roll call – UNANIMOUS VOTE.

Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Zuern to approve minutes of January 22, 2008 as submitted.  VOTE 4-0.

 

Announcements

Several announcements were made of upcoming events.

 

Public Comment – Non-Agenda Items

Town Clerk Barry Johnson reminded everyone of presidential primary election on Feb. 5, 2008.  He also requested Selectmen’s adoption of Election Workers List (workers, officers and clerks).

 

Selectman Ford MOVED and SECONDED by Selectman Conron to by- pass policy for emergency re: election workers list, including policy of a one-week wait.  VOTE 4-0.

 

Selectman Ford MOVED and SECONDED by Selectman Conron to adopt Election Workers List of FY08 for next week’s election expiring June 30, 2008. VOTE 4-0.

 

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is on file in the Town Administrator’s Office.

 

Selectman Zuern commented on the MMA Action Bulletin re: Gov. Patrick release of 2009 budget proposal.

 

TA Guerino added Bourne’s share is $124,000 more than last year.  He concurs with the MMA and asks Selectmen for permission to draft letter opposing this local aid Distribution Formula and not be conditioned on other proposed legislative initiatives.

 

Licenses/Permits/Appointments:

Selectman Sloniecki opened hearing at 7:15 pm for D&JV Pizzeria, Inc. and read into record applicant’s request. 

 

a.      D&JV Pizzeria, Inc. – Year Round Beer & Wine License

Selectman Zuern MOVED and SECONDED by Selectman Conron to approve application for Year Round Beer & Wine License for D&JV Pizzeria, Inc. d/b/a Peppino’s Pizzeria pursuant to comments by Board of Health (application submitted and payment for license on 1/24/08, need pre-opening inspection); and Fire Department (must have hood system, extinguishers, exit signs and emergency lighting inspected), including the condition of Joseph Viscariello (Manager) taking TIPS course.  VOTE 4-0.

 

b.      Road Name Approval – Housing Assistance Corp.

Selectman Ford MOVED and SECONDED by Selectman Conron to approve Housing Assistance Corp’s request for residences at Canal Bluffs at Otis Park Drive for road name approval:  Harmony Hill Road (from Otis Park); and Highmeadow Circle (back loop).  VOTE 4-0.

 

Bourne Housing Opportunity Partnership (B-HOPP Program)

TA Guerino noted minor typographical errors and missing page, and if approved tonight, asking V. Chm. Sloniecki to sign clean copy tomorrow.

 

Sue Ross noted subsidizing affordable housing.  CPA funds granted at Town Meeting allowed Bourne Housing to create a program achieving partnership between DHCD and USDA (receiving up to $2.5M in partnership).  She also noted this was in part due to efforts of Housing Specialist.

 

Jim Mulvey commented on downside of B-HOPP Program.

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to approve and adopt Bourne Housing Opportunity Partnership Program (B-HOPP Program).  VOTE 4-0.

 

Department Budget Review  

Recreation – budget slightly higher than last year due to reinstated maintenance position (all town-controlled fields/playgrounds) to bring to a level to sustain without further deterioration.  TA’s Proposed Budget $105,203. 

 

Sewer – budget level funded, except for payment to Wareham.  TA’s Proposed Budget $722,734.00.

 

DPW – budget level increased slightly due to fuel, electrical and parts (metal).  TA Guerino noted to recognize diversion of personnel (ex: ex-flow pipe near Mashnee).  TA’s Proposed budget $1,749,645.00.

 

Police – budget level funded; overtime is down based on FY07 and level funded with FY08. TA’s Proposed budget $3,464,479.00.

 

COA – budget level funded.  TA’s Proposed budget $313,652.00.

 

Town Hall Maintenance – budget level funded; natural gas is down due to installation of two smaller boilers.  TA’s Proposed budget $120,722.00.

 

Selectman Zuern commented on keeping track of money saved re: new boilers.

 

Inspection – budget increased due to part-time to full-time position for Electrical Inspector, subsequently saving money.  Building, electrical and plumbing fees subsidize total budget.  Zoning Bylaws should be a priority for enforcement.  TA proposed budget $213,618.00.

 

Other Selectmen Business

Selectman Conron noted in process of completion of the Town Administrator’s Evaluation finalizing and will e-mail copies for next week’s meeting.

 

Selectman Zuern requested Town Representatives to report back to the Board of Selectmen and will be put on a future agenda.

 

Town Administrator’s Report

TA Guerino noted discussion at last night’s FinCom meeting re: budgetary issues.  Budget presentation will be given next week. 

 

TA Guerino noted Selectman Conron will attend the UCT meeting on behalf of the Board.

 

Selectmen’s Report

Selectman Zuern attended Canal Region Chamber of Commerce breakfast and the ISWM Working Group meeting and submitted report by Skip Barlow.

 

Selectman Conron attended Canal Region Chamber of Commerce breakfast, the ISWM Working Group meeting and the Finance Committee meeting.  She also noted working on Town Administrator’s Evaluation. 

 

Selectman Ford attended Capital Outlay meeting and Human Resource Committee meeting.  He also attended the ISWM Working Group and the Finance Committee meeting.

 

Selectman Sloniecki made note of next week’s meetings before the regular Selectmen meeting.
