Meeting Called Back to Order

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to call Selectmen’s meeting to order at 7:15 pm.  UNANIMOUS VOTE.

 

Moment of Silence/Salute the Flag

 

Approval of Minutes

Selectman Sloniecki MOVED and SECONDED by Selectman Conron to release and unencumber Executive Session minutes of November 27, 2007.  VOTE 4-0.

 

Selectman Conron MOVED and SECONDED by Selectman Zuern to release and unencumber Executive Session minutes of December 4, 2007.  VOTE 4-0.

 

Selectman Cornon MOVED and SECONDED by Selectman Zuern to approve and unemcumber Executive Session minutes of January 28, 2008.  VOTE 4-0.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve minutes of February 19, 2008 as submitted.  VOTE 4-0.

Several announcements were made of upcoming events

 

Public Comment – Non-Agenda Items

None at this time.

 

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is one file in the Town Administrator’s Office.

 

Selectman Conron read into record letter from Thomas G. O’Connor  re: fire/rescue squad.

 

Selectman Conron also read into record letter from Taylor Point Directors re: fire/rescue squad.

 

TA Guerino addressed issues from last week’s correspondence:

a) Healthcare – TA Guerino will meet with Finance Director and Treasurer.  If outcome is favorable, recommendation will be made to the Board and recommend to re-engage the Healthcare Committee.

 

Land on MacArthur Boulevard – TA Guerino will report back to the Board of Selectman after reviewed with Brendan Mullaney.  There is time to submit for Articles for Special Town Meeting.   Selectman Zuern raised issue with easement of land. 

 

Queen Sewell Pond –Problems due to algae plume.  TA Guerino noted this is item for the Pollution Task Force to review.

 

License and Appointments

  1. Liquor License Hearing – Pocasset Golf Club

 

Chm. Mealy read into record Liquor License Hearing for Pocasset Golf Club.  Atty. Robert Parady representing applicant.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve Alteration of Premises (expansion) for the Pocasset Golf Club per remarks by Fire Department (need inspection once renovations are completed).  VOTE 4-0.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve Change of Manager (remove Rick Iwaszko and add Paul Porter) request for the Pocasset Golf Club.  Plans submitted to the TA Office.  VOTE 4-0.

 

  1. Liquor License Hearing – Cape Boulevard

 

Chm. Mealy read into record Liquor License Hearing for Cape Boulevard.

 

Selectman Sloniecki MOVED and SECONDED by Selectman Zuern to approve to amend current Year Round Common Victualer’s License for sale of all kinds of alcoholic beverages by reducing seating capacity of licenses premise to 98 for Cape Boulevard, LLC per remarks by Fire Department (need inspection prior to opening; Building Inspector must okay new occupant load).  VOTE 4-0.

 

  1. ABCC – Population Estimate – Seasonal Liquor

 

Approved Seasonal Population as of July 1, 2008 at 40,000. 

 

Michael Blanton & Cape Cod Commission Executive Director Paul Niedzwiecki

Mr. Blanton reviewed the Commission support of several proposals including the Buzzards Bay Vision and Concept.  He also noted uniqueness of Bourne.

 

Mr. Niedzwiecki noted the 21st Century Task Force’s primary recommendations:

1.      mapping exercise

2.      threshold flexibility

3.      mitigation schedules

4.      Regional Policy Plan

 

Mr.  Niedzwiecki briefly discussed DRI in Truro. 

 

TA Guerino inquired how to access some of the transportation mitigation money for Economic Development in Buzzards Bay, and an internal hire for Economic Development.  He also commented on an affordable house renovations.

 

Selectman Zuern inquired of a comprehensive review performed by the Cape Cod Commission re:  Zoning By-laws.  The Cape Cod Commission can aid in identifying issues only. 

 

ISWM Budget

Brent Goins reviewed ISWM budget.  Proposed budget is $6,850,000.00.  Largest portion being $6M for C&D transfer operation station. 

 

Several line items were briefly reviewed and discussed. 

 

ISWM Other

TA Guerino formally introduced ISWM Business Manager Angie Poole.

 

Donald Cunningham commented on air quality at RHCI-Bourne and reported no air quality issues. 

 

Mr. Goins noted Otis reported ISWM to DEP due to high winds moving trash.  Items were picked up immediately.

 

Town Administrator’s Report

TA Guerino working on an amendment to the policy relative to the Health Trust Reserves.  Information will be discussed at a later date.

 

TA Guerino noted any Conservation issues be directed to Mr. Gray, who’s contact information has been e-mailed to the Board.

 

Other Selectmen Business

Boston Cane will defer until May, 2008.

 

BBVA letter from Jeff Luce requesting Board to get folks involved in presentations on and form a working group.  This will be a future agenda item.

 

Selectmen’s Report

Selectman Zuern attended the Art from the Heart art show.  She also attended the Bourne Youth Council meeting.

 

Chm. Mealy noted attending the Mass. Maritime Academy ship ribbon ceremony.
