Approval of Minutes

Selectman Conron MOVED and SECONDED by Selectman Zuern to approve minutes of February 26, 2008 as amended.  VOTE 3-0-1 with one abstention from J. Ford.

Public Comment – Non-Agenda Items

Paul Cardalino (Monument Beach) commented on proposed Article at Town Meeting.

 

Correspondence

Selectman Conron reviewed the correspondence.  All correspondence is one file in the Town Administrator’s Office.

 

License and Appointments

  1. Scallop Festival – Three Day Liquor

Selectman Ford MOVED and SECONDED by Selectman Zuern to approve Three Day Liquor request for the Scallop Festival on September 19 – 20, 2008 and September 21, 2008 from 10:00 am – 10:00 pm per Board of Health (all food vendors properly licensed); Fire Department (site review and fire watch detail as prior years).  VOTE 4-0.

 

  1. Kelly Walker – Permit to Use Town Property

Selectman Ford MOVED and SECONDED by Selectman Zuern to approve the Permit to Use Town Property at Buzzards Bay Gazebo for a wedding ceremony to be held on August 9, 2008 from 2:00 pm – 4:00 pm per Police Department (no alcoholic beverages, beer or wine to be served on Town Property).  VOTE 4-0.

 

  1. Cape Cod British Car Club

Selectman Ford MOVED and SECONDED by Selectman Zuern to approve the British Car Show tent (40’ x 60’ – permit to be obtained by Building Inspector before tent goes up) to be donated and erected by Sheriff’s Department; and food concession to be catered for the Cape Cod British Car Club on September 28, 2008 from 7:00 am – 3:00 pm per Board of Health (need to know who is catering food and have copies of licenses); and DPW (concerns of two hundred cars parked on the grass at the park).  VOTE 4-0.

 

  1. March of Dimes

Selectman Ford MOVED and SECONDED by Selectman Zuern to approve Annual Walkathon for Charity for the March of Dimes on May 4, 2008 from 7:00 am – 1:00 pm (tents to be erected and catering is TBD and delivered to Town Hall) per Board of Health (need to fill out No charge application; any outside food vendors must be licensed).  VOTE 4-0.

 

  1. Avon Walk for Breast Cancer – One Day Liquor

Selectman Conron MOVED and SECONDED by Selectman Zuern to approve Knights of Columbus fund raising funds for the One Day Beer & Wine for the Avon Walk for Breast Cancer on March 15, 2008 from 6:30 pm – 12 midnight.  VOTE 4-0.

 

School Budget presentation – Bourne Public Schools

Edmond LaFleur, Superintendent and Mr. Simpson, Director of Business Services

 

School level-service budget proposal $20,493,387

School budget adjusted FY09 $20,018,000 (does not reflect shared costs)

Town of Bourne Shared Costs FY09 $6,563,046

 

Concerns of uncontrollable and overhead costs outplacing available funding (utilities, health insurance, Spec. Ed., transportation and No Child Left Behind) reviewed.

 

Discussion held on ways to assist the School’s budget shortfalls.  Selectman Ford noted monies for a Maintenance Dept., BHD would relieve the school budget and SRO should be paid by the Police Dept.

 

TA Guerino noted a School Safety Officer, and if the Selectmen choose to add additional police officers, the Town would be in a position to pick up the full cost of that officer. 

 

TA Guerino also noted the school’s Medicare issue and had addressed ways to alleviate said shortfall with Mr. LaFleur.

 

Mary Jane Mastrangelo questioned the School’s specific dollar amount ($20,018,000.00) vs. a level-service budget.  She also commented on personally seeing transportation as the Town’s responsibility.

 

Discussion was held on taking more money out of the General Reserves to give to the school department.  It was requested to put on next week’s agenda.  Selectmen Zuern and Ford noted being opposed to this idea.

 

Report of the School Building Committee representative (Dr. John Harrington)

Highlights:  a) Project is reported on schedule (foundation and steel is up); b) adequate Contingency Funds ($6.88M) and c) naming of access road (next week’s Selectmen meeting).

 

Discussion of change orders - a total of approx. $1,064,000.00 to date. 

 

TA Guerino noted paving of access road has currently not gone out to bid.  TA Guerino will inform Selectmen of meeting date with District V (Taunton).  Selectman Zuern requested a member of the Selectmen be present at said meeting.

 

Mr. Mulvey inquired about insurance for stormwater management.

 

Capital Outlay Committee report and recommendations

Mary Jane Mastrangelo noted Capital Outlay Committee concentrated on this year’s requests which were a high need and high priority.  Funding for the Estuaries project will be deferred to next year.

 

Recommendations: Police Department (+$231,009.00); Fire Department (+$116,000.00); DNR (+$265,000.00); Bourne Public Schools (+$473,350.00); DPW (+$738,100.00); Sewer Department (+$115,000.00); ISWM +($3,405,000.00); and the Library (+$4,800,000.00) for a grand total of $10,143,459.00

 

Discussion held of Main Fire Station location.

 

Preliminary Town meeting article review

Deferred to next week.  Selectman Zuern noted Article 23 (Noise Bylaw) be moved to the Special Town Meeting warrant.  Public hearing on Noise Bylaw is on March 12, 2008 at 7:00 pm at Town Hall.

 

First review of Financial Policy Amendment for Health and Dental Insurance

Deferred to next week.

 

Town Administrator’s Report

TA Guerino noted skate park has been cleaned and is now open. 

 

Other Selectmen Business

Selectman Conron noted the Selectmen Goals session is next week at 6:00 pm.

 


Selectmen’s Report

Selectman Ford attended the Shellfish Advisory Committee – transfer of clams from Scenic Park to Monument Beach.  He also attended the Cable Advisory Committee.  He commented on last week’s Finance Committee meeting re: Finance Chm. comments. 

Selectman Ford also commented on the UCT re: State promise to fully fund required transporting children to school at 100%, but now fund at 74% and town’s have to fund difference.

 

Selectman Conron attended the Bourne Committee and the ISWM Working Group meeting.  She also attended the Murder Mystery Detectives and Monday’s FinCom meeting.

 

Selectman Zuern also attended the ISWM Working Group meeting.  She was invited by the Middle School to participate in a reading program and discussion related to tolerance, involving students and community members.  Selectman Zuern requested potholes on the Bourne Bridge be fixed.

 

Selectman Sloniecki attended the Planning Board meeting and the FinCom meeting.  He completed the Emergency Management Institute course for elected officials.
