Financial

  1. Develop and implement long-term financial plans and efficient budget processes as tools for financial stability

v      Develop long-term capital plan (realistic 5-year plan extrapolated out 10 years)

v      Develop long-term revenue projections & strategies for revenue generation

v      Develop long-term integrated financial plans (integrating financial & capital planning)

v      Study options for maintaining or decreasing health insurance costs

The Environment

  1. Develop plans for renewable energy conservation and savings

v      Charter a group to develop plans for renewable energy, including:

§    Potential savings from wind/solar energy

§    Town use of renewable energy technology

§    Alternative funding sources

  1. Develop and implement plans for  using, rejuvenating and preserving coastal resources

v      Develop a Coastal Resource Plan that represents and integrates the needs of all users (boating, fishing, shellfishing, & recreation)

  1. Develop and implement plans for wastewater management

v      Complete negotiations for inter-municipality sewer service agreement with Wareham

v      Gain information about wastewater management in order to develop a future, comprehensive wastewater management plan

Human Services

  1. Enhance the town’s human services responsiveness

v      Facilitate the development of a food pantry site:

§    Finalize financial and configuration planning for potential current food pantry site or identify alternatives sites

Economic Development

  1. Drive the development of collaborative plans for economic and community development

v      Hire consultant to coordinate town economic and community development activities, including:

§    Developing a community and economic development team for the town

§    Reviewing permitting and planning processes from the perspective of economic and community development

§    Seeking grant funding to support economic and community development efforts

v      Continue to support and influence revitalization efforts for Buzzards Bay and other villages

Town Services

  1. Develop and approve a long-range plan for the landfill

v      Work with consultant to complete landfill long-range plan

§    Consider potential land acquisition and new DPW building as part of feasibility study

v      Conduct operational audit of current landfill operations

  1. Develop and implement formal personnel policies and procedures for town employees

v      Develop Board of  Selectmen policy manual (and procedures) to document Board decisions

  1. Assure adequate staffing in public safety departments

v      Develop staffing plans for fire and police departments and hire as appropriate

v      Assess town’s overall public health requirements **
