FACTS and FAQ

This is a quick guide to help Applicants understand Bourne’s new electronic permitting system. This document will be continuously updated since our launch on March 1st, 2023 to ensure the most up to date information and answers are accessible. 

QUICK FACTS

  • Town staff is here to help although despite applications being submitted through the online portal –please reach out to the department directly if you have any questions.
  • Your OpenGov account established for other communities in Massachusetts can also be used in Bourne.  
  • Once an application is submitted, new information can be loaded at a later date, and staff comments will be entered into the online portal, all of which are accessible in your account for the project.
  • Application fees can be paid online either by credit card (Fee schedule) and E-Check: There will be a $0.50 processing fee assessed for all electronic check payments, or by a paper check (delivered in-person or mail).

Frequently Asked Questions (FAQ)

How long will it take to set up an OpenGov account? A: Less than a few minutes to set up a new OpenGov Account. You will need to create a username and password and provide your name, mailing address, phone number, and email address. 

Can I still submit a paper copy of a permit or license application? A: The goal is to reduce paper and make all information accessible electronically. However, the plans will be the only paper copies submitted to the Town by mail or hand delivery (1 original wet stamped and 2 copies).

I see there is only the options of submitting an NOI or RDA, how do I apply for other permits? A: For the following permits: ANRAD, Amended Order of Conditions, Extension Requests and Certificates of Compliance, please continue submitting emailed documents to Sfitch@townofbourne.com and CC Aamado@townofbourne.com. When do I pay the permit or license fee? A: The fee will be due either at the time of application submittal, once an application is deemed complete, or before issuing a permit or license. Each application is different and is based on the process of the various permit/licensing granting authority. If you pay for your permit using UNIPAY, our department will complete the payment step on the record. Please do not make a double payment. The legal advertisement fee varies and will be entered into the permit record once the ad has been placed.

What if I don't want to pay with a credit card or an E-Check? Although credit cards or E-Check are the preferred payment methods, applicants can drop off or mail a paper check to cover the application fee. Please redact your checking account information in all PDF applications. Note: Application review or the issuance of a permit/license (dependent upon permit/license grantor) may not commence until an application fee has been submitted.

Can I make amendments to my application later? A: After an application has been submitted through the online portal, additional information can be added.

What if I have to apply to multiple departments for permitting and licensing? A:  One or multiple permits/licenses are great! OpenGov can manage multiple applications.  In some cases, it may be beneficial to contact the permit/licensing granting authority point of contact to see if there is a specific order for application submittal.  The OpenGov portal uses the property address or Assessors Map/Lot number. Therefore, if you have multiple permits for one property, they can all be accessible by one search. If your project involves a septic system please file concurrently with the Board of Health. 

How do you add a guest to a record?  A: A Record’s main applicant may want to invite contractors, sub-contractors, executive assistants, property owners, etc. to receive notifications about a permit application as it moves through the approvals process. Guests can request inspections, make credit card or e-check payments, and leave step comments on a Record. They essentially have the same view into a Record as an Applicant does post-Record submission. Note: Anyone added to a record will receive all email updates.
