The Upper Cape Regional Transfer Station Board of Managers is the body that oversees all operations for the municipally-owned regional solid waste transfer station located on Joint Base Cape Cod (JBCC) in Sandwich. The transfer station has access to a rail line which is used to haul household trash, as well as construction and demolition debris, to various disposal locations. It was originally constructed in the late 1980s to rail haul trash from Falmouth, Sandwich and Mashpee to the SEMASS municipal waste combustor in Rochester, MA. Bourne joined in 1996 when it sent its trash to SEMASS for a ten-year period.
Operations are currently managed by a private company under a lease agreement that is overseen by the Board of Managers. The Board is comprised of voting representatives from Bourne, Falmouth, Sandwich and Mashpee. A representative from the JBCC Base Engineer’s office also sits on the Board in a non-voting capacity. Members are appointed annually by the Board of Selectmen.
