Library Feasibility Study and Schematic Design
Pursuant to MGL c.7C, §§ 44-58, the Town of Bourne Administration Office is seeking proposals from qualified, registered MA architectural/engineering/designer firms with master planning experience, to perform an evaluating feasibility study of existing and alternative space options for the Jonathan Bourne Public Library including preliminary design and cost estimates; based on a multi-generational programmatic analysis and space and property needs assessment through a robust public process as well as incorporating objectives outlined in the 24-28 Library Strategic Plan.
The designer qualifications shall include a team of consultants led by the Architect, plus the following consulting and engineering disciplines: Library Space Planner, Structural, Mechanical, Electrical, Plumbing, Fire Protection, Acoustical Engineering, Landscape, Traffic and Transportation, Cost Estimating, Technology/ Security/ Telephone and Data.
The Designer's fee for this project will be negotiated. This Phase of work which includes Feasibility Study and Master Plan shall not exceed $100,000.00 for fees and expenses. The Selected Designer will be eligible for future detailed design work on the project.
Specifications and Bid documents are available online only on the Town’s website at www.townofbourne.com where they are publicly available as of April 3, 2024.
A pre-proposal submission conference will be held at 11:00am on Monday, April 29, 2024 at the Jonathan Bourne Public Library, 19 Sandwich Road, Bourne MA.
Last day to submit questions is May 6, 2024 no later than 12:00 noon. Questions regarding clarification shall be submitted in writing to Liz Hartsgrove, Assistant Town Administrator through email.
If it becomes necessary to revise any part of this RFQ or otherwise provided additional information, an addendum will be issued.
Sealed responses are due on or before 4:00pm on May 13, 2024 to the Town Administrator’s Office at 24 Perry Ave, Buzzards Bay, MA 02532 and must be marked:

The Town of Bourne reserves the right to reject any or all proposals when it deems it to be in the best interest of the Town. The contract and its award process are not subject to the Uniform Procurement Act pursuant to the MGL c30B or the Designer Selection Law, Chapter 7C. Issuance of this Request for Qualification does not signify the Town’s submission of this service to the provisions of the Act, and the contract and award will be made at the Town’s discretion. Award of a contract resulting from this Request for Qualification shall be in strict accordance with the requirements of the RFQ document. Design services will commence immediately after contract award.
